Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> 1.0 INTRODUCTION <br /> This Draft Environmental Impact Report (Draft EIR or EIR) identifies and evaluates the potential <br /> environmental impacts associated with implementation of the Gill Medical Center Project (Project) <br /> proposed in San Joaquin County, north of the City of Stockton. The proposed Project entails <br /> development of a ±42.4-acre health center and hospital campus built to Office of State Health Planning <br /> and Development (OSHPD) 1 Standards, in two phases. Phase 1 includes a 36,000-square-foot single story <br /> 12-bed hospital including emergency room, labor, delivery, emergent medicine, and outpatient surgery <br /> services. Phase 2 includes an additional three-story 140,000-square-foot 100-bed full-service hospital with <br /> Level III Trauma designation, emergency heliport landing area, and a two-story 60,000-square-foot <br /> medical office building. The Project includes landscaping, circulation, parking and onsite water, <br /> wastewater and stormwater utility improvements commensurate with phased development. Phase 1 <br /> construction is planned for 2023 and Phase 2 for 2030. <br /> The Project seeks the following entitlements/approvals from San Joaquin County: <br /> Site Approval (application number PA-1900240); <br /> Lot Line Adjustment (application number ); and, <br /> Development Agreement (application number <br /> 1.1 PURPOSE AND USE OF THE EIR <br /> This EIR was prepared in accordance with the California Environmental Quality Act (CEQA) (Public <br /> Resources Code §§ 21000-21177) and the Guidelines for the Implementation of CEQA (California <br /> Administrative Code §15000 et seq.). San Joaquin County has primary approval authority over the Project <br /> and is therefore the designated Lead Agency with responsibility for considering the Project's <br /> environmental effects in accordance with the California Environmental Quality Act (CEQA). <br /> CEQA requires that the potential environmental impacts of a project be identified and that mitigation <br /> measures be recommended that may reduce significant impacts. CEQA requires the Lead Agency, in this <br /> case the County, to consider the information contained in the EIR prior to taking any discretionary action. <br /> This EIR may also be used by other public agencies that must take discretionary actions related to the <br /> Project. <br /> This EIR is intended to provide information to the County, other public agencies, and the general public <br /> regarding the potential significant direct, indirect, and cumulative environmental impacts associated with <br /> the Project.The EIR process also requires investigation and development of feasible mitigation measures <br /> to reduce significant adverse environmental effects of the Project to levels below significance. CEQA <br /> requires a Lead Agency neither approve nor implement a project unless significant environmental impacts <br /> have been reduced (CEQA Guidelines Section 15091), or, if a Lead Agency approves the Project even <br /> though significant impacts identified in the EIR cannot be fully mitigated, the Lead Agency must state in <br /> writing the reasons for its action by adopting Findings and a Statement of Overriding Considerations <br /> (CEQA Guidelines Section 1S093). <br /> Section 1.0 Introduction 1-1 October 2021 <br />
