Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> The EIR for the Gill Medical Center Project is a Project EIR.A Project EIR examines the environmental <br /> effects of a specific development project.According to the State CEQA Guidelines, a Project EIR should <br /> focus primarily on the changes in the environment that would result from the development project.The <br /> EIR shall examine all phases of the project including planning, construction and operation (CEQA <br /> Guidelines Section 15161). <br /> This EIR may also be used by other public agencies to issue approvals and permits related to the Project. <br /> A list of the anticipated agency approvals required to implement the Project is provided in Section 3.0 <br /> Project Description (see Table 3-6). The types of actions that responsible agencies may take in connection <br /> with this EIR include, but may not be limited to: <br /> Approve, adopt, or amend applicable plans, policies, or programs <br /> Make findings of consistency <br /> Approve and issue permits <br /> Approve agreements <br /> Provide service <br /> 1.2 KNOWN RESPONSIBLE AND TRUSTEE AGENCIES <br /> For the purposes of CEQA,the term "Responsible Agency" includes all public agencies (other than federal <br /> agencies) beyond the Lead Agency that have discretionary approval power over the project (CEQA <br /> Guidelines Section 15381). Discretionary approval power may include such actions as issuance of a permit, <br /> authorization, or easement needed to complete some aspect of the proposed project. Responsible <br /> Agencies may include, but are not limited to, the following: <br /> California Department of Transportation (Caltrans): Encroachment permits for placement of <br /> encroachments within, under, or over the state highway rights of way if improvements are <br /> required at freeway interchanges. <br /> California Department of Transportation (Caltrans)— Division of Aeronautics:Approval of <br /> heliport-related permits. <br /> California Office of Statewide Health Planning and Development (OSHPD): Approval and <br /> construction inspection of proposed hospital buildings as OSHPD 1 facilities. <br /> California Department of Public Health, Licensing, and Certification: Licensing and <br /> certification of healthcare facilities. <br /> Central Valley Regional Water Quality Control Board (CVRWQCB): Clean water quality <br /> certification, National Pollutant Discharge Elimination System permit. <br /> San Joaquin Valley Air Pollution Control District (SJVAPCD):Authority to construct and <br /> permit to operate. <br /> Section 1.0 Introduction 1-2 October 2021 <br />
