Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> 4.11.3 Environmental Impacts and Mitigation Measures <br /> 4.11.3.1 Thresholds of Significance <br /> The following thresholds of significance are based on Appendix G of the CEQA Guidelines. For the <br /> purposes of this EIR, implementation of the proposed project may result in a potentially significant impact <br /> associated with hazards and hazardous materials if it would do any of the following: <br /> Create a significant hazard to the public or the environment through the routine transport, use, or <br /> disposal of hazardous materials. <br /> Create a significant hazard to the public or the environment through reasonably foreseeable <br /> upset and accident conditions involving the release of hazardous materials into the environment. <br /> 4.11.3.2 Methods of Analysis <br /> This impact analysis examines the potential for the construction and/or operation of the proposed project <br /> to result in release of hazardous materials into the environment. Construction and operation of the <br /> project will comply with all applicable laws, permits, and legal requirements pertaining to hazards and <br /> hazardous materials, as discussed above. <br /> 4.11.3.3 Project Impacts and Mitigation Measures <br /> Impact 4.11-1: The project would require the transport, storage, use and disposal of hazardous materials <br /> which could result in a significant hazard to the public or the environment. <br /> Impact Determination: less than significant with mitigation incorporated <br /> Threshold: Creation of a significant hazard to the public or the environment through the routine <br /> transport, use, or disposal of hazardous materials. <br /> Threshold: Creation of a significant hazard to the public or the environment through reasonably <br /> foreseeable upset and accident conditions involving the release of hazardous materials into <br /> the environment. <br /> Construction <br /> A variety of hazardous substances and wastes would be stored and used on the Project site during <br /> construction.These would include fuels for machinery and vehicles, new and used motor oils, cleaning <br /> solvents, paints, and storage containers and applicators containing such materials. Accidental spills, leaks, <br /> fires, explosions, or pressure releases involving hazardous materials represent a potential threat to human <br /> health and the environment if not properly stored, used, managed or treated. Impacts related to the <br /> routine transport, use, disposal, or accidental release of hazardous materials during construction of the <br /> Project would be potentially significant. However, with implementation of Mitigation Measure 4.11-1 a, <br /> this impact would be reduced to less than significant with mitigation incorporated. <br /> Noise 4.11-5 October 2021 <br />
