Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> Operation <br /> The Project involves the construction of two hospitals and a medical office building with associated <br /> infrastructure improvements. It is assumed that routine landscaping and building maintenance, as well as <br /> hospital uses,would involve the transport, use, or disposal of hazardous materials on or offsite.As such, <br /> impacts related to the routine transport, use, disposal, or accidental release of hazardous materials during <br /> the Project operation would be potentially significant. However, pursuant to the State of California <br /> Medical Waste Management Act of 1990, hospitals are required to prepare a medical waste management <br /> plan (MWMP) for submittal to the California Department of Public Health. The MWMP would describe the <br /> types and amounts of medical waste generated and how the waste would be disposed. Additionally, in <br /> accordance with California Health and Safety Code, Article 1, Chapter 6.95 for the business emergency <br /> plan, hospitals must also prepare a Hazardous Materials Business Plan (HMBP) for submittal to the <br /> California Environmental Reporting System. Implementation of the MWMP and HMBP would reduce <br /> potentially significant impacts related to hospital use operational hazards and hazardous materials. <br /> Further, hospitals are required to comply with all applicable environmental federal, State, and local laws, <br /> including the California Hazardous Waste Control Law and the Hazardous Waste Control Regulations. <br /> Consistent with these regulations, the Project would prepare an MWMP and an HMBP prior to receiving a <br /> certificate of occupancy for each newly constructed building, to ensure the safe routine transport, use, <br /> and/or disposal of hazardous materials, including hazardous medical waste. Therefore, impacts related to <br /> the routine transport, use, disposal, or accidental release of hazardous materials during Project operation <br /> would be less than significant. <br /> Mitigation Measures <br /> None required. <br /> 4.11-1a: Hazardous Substance Management, Handling, Storage, Disposal, and Emergency <br /> Response Plan. <br /> In order to reduce the risk of accidental release of hazardous materials during <br /> construction activities at the site, which release is not foreseeable or anticipated, the <br /> applicant shall prepare and implement during all construction activities a hazardous <br /> substance management, handling, storage, disposal, and emergency response plan.A <br /> hazardous materials spill kit shall be maintained on site for small spills.Additionally, the <br /> applicant shall monitor all contractors for compliance with applicable regulations, <br /> including regulations regarding hazardous materials and hazardous wastes, including <br /> disposal. Hazardous materials shall not be disposed of or released on the ground, in the <br /> underlying groundwater, or any surface water. Totally enclosed containment shall be <br /> provided for all trash. All construction waste, including trash and litter, garbage, other <br /> solid waste, petroleum products, and other potentially hazardous materials, will be <br /> removed to a waste facility permitted to treat, store, or dispose of such materials. <br /> Noise 4.11-6 October 2021 <br />
