Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> economic, and social development and environmental resources preservation and includes the polices, <br /> diagrams, text, and implementation measures that guide County land use decisions. <br /> The Development Title of San Joaquin County (Development Title or Title) is a General Plan <br /> implementation measure intended to serve as the basis for all land use regulations adopted by San <br /> Joaquin County.The purposes of the Development Title are to serve the public health, safety, and general <br /> welfare;to implement the San Joaquin County General Plan; and to achieve the following objectives: <br /> To encourage the most appropriate use of land and the harmonious relationship among land <br /> uses; <br /> To promote a safe and efficient traffic circulation system; <br /> To provide open spaces for light and air; <br /> To prevent overcrowding of land and the undue concentration of population; <br /> To secure safety from fire and other dangers; <br /> To facilitate the provision of needed community facilities; <br /> To conserve and stabilize the value of property; and <br /> To conserve the County's natural beauty, to improve its appearance, and to enhance its physical <br /> character. <br /> The Project site is designated General Agricultural (A/G) by the General Plan (San Joaquin County, 2016), <br /> and AG-40 by Title 9 of County Development Title (San Joaquin County 2019).According to the San <br /> Joaquin County Development Title, the AG Zone is established to preserve agricultural lands for the <br /> continuation of commercial agriculture enterprises. Minimum parcel sizes within the AG Zone are 20,40, <br /> 80 or 160 acres, as specified by the precise zoning. The precise Development Title zone for the Project site <br /> parcels is AG-40. <br /> 4.13.3 Environmental Impacts and Mitigation Measures <br /> 4.13.3.1 Thresholds of Significance <br /> The following threshold of significance is based on Appendix G of the CEQA Guidelines. For purposes of <br /> this EIR, implementation of the proposed project may have a significant adverse impact on land use and <br /> planning if it would: <br /> Physically divide an established community; and/or, <br /> Conflict with any applicable land use plan, policy, or regulation of an agency with jurisdiction over <br /> the project (including, but not limited to, the general plan, specific plan, or development title) <br /> adopted for the purpose of avoiding or mitigating an environmental effect. <br /> Land Use and Planning 4.13-5 October 2021 <br />
