Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> by the City of Stockton.The Tra Vigne project site, which is not yet constructed, is currently located in <br /> unincorporated San Joaquin County, immediately north of the City of Stockton.The Tra Vigne <br /> development project proposes annexation to the City of Stockton and development of a mix of land uses <br /> including single-family(1,728 units) and high-density residential (680 units), industrial, commercial, <br /> school, and traditional and non-traditional parks sites. <br /> West.West Lane defines the site's western boundary.The WID agricultural canal lies immediately west of <br /> West Lane, followed by active agriculture.The City of Stockton lies approximately 0.75 miles west, <br /> followed by the Union Pacific Railroad (Sacramento) at approximately 1.5 miles, and Interstate 5 at <br /> approximately 4 miles west. <br /> 4.13.2 Regulatory Setting <br /> 4.13.2.1 Federal <br /> No federal regulations related to land use are relevant to the proposed Project. <br /> 4.13.2.2 State <br /> Senate Bill(SB) 375 <br /> Senate Bill (SB) 375 is one of the most important recent pieces of legislation affecting land use within the <br /> State of California. It is formally referred to as "The Sustainable Communities and Climate Protection Act <br /> of 2008." SB 375 relates to regional land use and transportation policies, with an emphasis on policies to <br /> reduce statewide greenhouse gas emissions.The law requires the state's 18 metropolitan planning <br /> organizations adopt sustainable communities strategies that, if implemented, would help each region <br /> achieve their respective targets for reducing greenhouse gas emissions from automobiles and light trucks. <br /> The targets are established by the California Air Resources Board. The San Joaquin Council of <br /> Governments (SJCOG), San Joaquin County's metropolitan planning organization, adopted an updated <br /> Regional Transportation Plan and Sustainable Communities Strategy in June of 2014 to address the <br /> requirements of SB 375. <br /> 4.13.2.3 Local <br /> Applicable land use plans, major policies and regulations that pertain to the proposed Project are <br /> presented below. <br /> General Plan Policy <br /> Relevant policies of the 2035 General Plan that address land use and are applicable to the proposed <br /> Project are listed below under Impact 4.13-2. <br /> General Plan Land Use and Development Title Designations <br /> The 2035 General Plan for San Joaquin County (General Plan) presents a vision for the County's future and <br /> a strategy to make that vision a reality.The General Plan addresses the issues that must be resolved as <br /> San Joaquin County grows.
