Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> 4.16.3 Environmental Impacts and Mitigation Measures <br /> 4.16.3.1 Thresholds of Significance <br /> According to Appendix G of the CEQA Guidelines, a project may have a significant impact on the <br /> environment if it would: <br /> Physically divide an established community <br /> Cause a significant environmental impact due to a conflict with any land use plan, policy, or <br /> regulation adopted for the purpose of avoiding or mitigating an environmental effect <br /> Induce substantial unplanned population growth in an area, either directly (for example, by <br /> proposing new homes and businesses) or indirectly (for example, through extension of roads or <br /> other infrastructure), or <br /> Displace substantial numbers of existing people or housing, necessitating the construction of <br /> replacement housing elsewhere. <br /> 4.16.3.2 Methods of Analysis <br /> The potential effects of proposed project construction and operation on population and housing uses in <br /> areas likely to be directly or indirectly affected by these activities are qualitatively evaluated and presented <br /> herein. <br /> 4.16.3.3 Project Impacts and Mitigation Measures <br /> Impact 4.16-1: The project would induce substantial unplanned population growth in an area <br /> Impact Determination: less than significant <br /> Threshold: Substantial unplanned population growth in an area, either directly(for example, by <br /> proposing new homes and businesses) or indirectly(for example, through extension of roads <br /> or other infrastructure) <br /> The project would construct a new medical center with related onsite support infrastructure.The Project <br /> does not propose extension of existing water, sewer or stormwater facilities as these utility needs would <br /> be developed and provided onsite. The site can be accessed from the existing road network and no road <br /> extensions are required to construct and operate the project. Therefore proposed physical improvements <br /> would not directly or indirectly contribute to population growth. <br /> The Project does not include housing development, and therefore would not directly increase county <br /> population. However the Proposed Project would provide employment opportunities which may <br /> influence people currently residing outside the area to relocate closer to the Project site or within the City <br /> of Stockton or surrounding communities to take advantage of Project generated employment <br /> opportunities. <br /> Population and Housing 4.16-3 October 2021 <br />
