Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> According to the Economic Assessment of Demand and Urban Decay in the Stockton Area for Proposed Gill <br /> Medical Center Report (King 2020.) (Appendix 1), the project, at full buildout, is expected to generate <br /> approximately 600 onsite well-paying jobs.This job growth could result in a potential indirect influence on <br /> the local population and place demands on housing in the area. However, the project area currently <br /> experiences a "leakage" of medical related jobs and patients seeking care due to the lack of nearby health <br /> care facilities. Leakage describes the phenomena of seeking a good or service outside of one's trade area <br /> (typically near one's residence or possibly near one's place of work).With regard to the medical care <br /> industry, it is likely that some residents in San Joaquin County receive medical care services in the <br /> Sacramento Area and the greater Bay Area, where there is a higher number of high-quality medical <br /> facilities and personnel as well as a greater number of specialists. Coincidently, many medical industry <br /> practitioners (especially nurses) who reside in San Joaquin County do not necessarily practice there, but <br /> rather work in these two alternative trade areas where there are more hospitals and Medical Office <br /> Buildings (MOBS). Therefore, most jobs generated by development of the Proposed Project are expected <br /> to be filled mainly by existing residents in the Stockton area. <br /> Therefore, the Project is not expected to induce substantial direct or indirect unplanned population <br /> growth in the area and impacts would be less than significant. Both unemployment and job availability <br /> associated with the project would fluctuate over time, making any clear determination of the significance <br /> of population growth speculative. <br /> Mitigation Measures <br /> No mitigation is required. <br /> Impact 4.16-2: The project would displace substantial numbers of people or existing housing. <br /> Impact Determination:no impact <br /> Threshold: Substantial displacement of people or existing housing, necessitating the construction of <br /> replacement housing elsewhere <br /> The project would not displace any people or remove any existing housing.There would be no impact. <br /> Mitigation Measures <br /> No mitigation is required. <br /> 4.16.4 Cumulative Impacts <br /> The geographic area considered in the cumulative analysis of population and housing is San Joaquin <br /> County. The cumulative projects in the San Joaquin County region would have the potential to result in a <br /> significant cumulative impact if they would, in combination: directly or indirectly induce substantial <br /> unanticipated population growth; displace a substantial amount of housing that would necessitate <br /> replacement housing elsewhere; or, displace a substantial number of people that would necessitate <br /> replacement housing elsewhere. <br /> The Proposed Project would result in employment growth, but as discussed above new employees are <br /> expected to be mostly existing residents from the greater Stockton/Lodi area.According to the San <br /> Population and Housing 4.16-4 October 2021 <br />
