Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> 4.19 TRANSPORTATION <br /> This section describes the existing setting and proposed improvements to intersections and roadways <br /> required for the implementation of the proposed Project. This section evaluates the potential for the Gill <br /> Medical Center (GMC) Project to result in transportation and traffic impacts within San Joaquin County <br /> and the City of Stockton.This section is based on the information contained in the Traffic Impact Study for <br /> the Gill Medical Center Project (Traffic Study) prepared by KD Anderson &Associates (KD Anderson & <br /> Associates 2021). The Traffic Study is included as draft EIR Appendix J. <br /> The analysis presented herein is conducted using existing background, near-term background conditions <br /> and long-term future background conditions. Future background conditions are based on the City of <br /> Stockton General Plan. Analysis of traffic operating conditions under the following seven scenarios is <br /> presented in The Traffic Impact study(Appendix J): <br /> Existing Conditions, <br /> Existing Plus Phase 1 of the GMC project, <br /> Existing Plus Buildout of the GMC project, <br /> EPAP No GMC Project Conditions, <br /> EPAP Plus GMC Project Conditions, <br /> Cumulative No Project Conditions, and <br /> Cumulative Plus Project Conditions. <br /> Existing Plus Approved Projects (EPAP) conditions are a near-term background condition which includes <br /> existing traffic levels, and traffic associated with approved, but unconstructed, land use development <br /> projects in the vicinity of the project site. <br /> Cumulative conditions with the City of Stockton General Plan are a long-term background condition <br /> which includes future year forecasts of traffic volumes, based on development of surrounding land uses. <br /> This set of scenarios assumes 2040 conditions with future development consistent with the San Joaquin <br /> County General Plan (General Plan). <br /> 4.19.1 Environmental Setting <br /> This section presents a description of existing conditions in the study area. Information presented in this <br /> section is based on onsite field observations, traffic count data collected for this study, and other data <br /> available from local and state agencies. This section also describes analysis methods and thresholds used <br /> to determine the significance of project-related effects. <br /> Transportation 4.19-1 October 2021 <br />
