Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> 4.19.1.1 Study Area Roadways <br /> The Traffic Study presents analyses of traffic operating conditions at intersections, on roadways, and at <br /> freeway rampjunctions, in the study area that may be affected by the proposed Project. The limits of the <br /> study area were identified through discussions with County of San Joaquin staff(Levers pers. comm.) <br /> As shown in Figure 4.19-1. Vicinity Map, the Project site is located northeast of the intersection of Eight <br /> Mile Road and West Lane. Figure 4.19-1 also shows the existing road network in the project vicinity and <br /> the following describes the key roadways that comprise the study area. The location and alignment of <br /> these roadways are graphically shown in Figure 4.19-2. Roadway Network and Study Intersections - Existing <br /> and Existing Plus Approved Project Conditions. City of Stockton Existing and Planned Bicycle Network. <br /> Interstate 5 <br /> Interstate 5 (1-5)is a major north-south freeway that traverses the western U.S., originating in southern <br /> California and continuing north towards Sacramento and beyond. It is aligned through the western <br /> portion of the City of Stockton, providing three travel lanes in each direction in the vicinity of the project <br /> site, and providing four travel lanes in each direction in other portions of the Stockton area. Twelve <br /> interchanges are provided along the 14-mile stretch of 1-5 within and adjacent to the City limits.The <br /> portion of 1-5 in the North Stockton area was recently improved. Current average daily traffic (ADT) <br /> volumes are between 63,000 and 74,000. The speed limit on 1-5 in the vicinity of the project site is 70 <br /> miles per hour (mph). <br /> State Route 99 <br /> State Route 99 (SR 99) traverses the Central Valley, connecting Sacramento and points north with <br /> numerous Central Valley cities, including Modesto, Merced, Fresno and Bakersfield. Three travel lanes are <br /> provided in each direction north of Wilson Way, while segments south of Wilson Way include two lanes <br /> per direction. Twelve interchanges are provided along the 12-mile length of SR 99 within and adjacent to <br /> the City limits. Average daily traffic volumes on SR 99 range between 79,000 and 80,000 in the vicinity of <br /> the project site. The speed limit on SR 99 is 65 mph in the vicinity of the proposed project site. <br /> Eight Mile Road <br /> Eight Mile Road is an east-west roadway south of the project site. As shown in Figure 3-5, the Project site <br /> is proposed to have access to Eight Mile Road via a project driveway. In the vicinity of the Project site, the <br /> majority of Eight Mile Road is two lanes wide (one lane in each direction). However, some portions of <br /> Eight Mile Road are four-lanes wide, and limited portions have three lanes in a single direction. In the <br /> vicinity of the project site, the posted speed limit along Eight Mile Road is 45 mph. Eight Mile Road has <br /> access to SR 99 at an interchange that includes a two-lane overcrossing of SR 99. A Project Study Report <br /> (PSR) has been prepared for proposed improvements to this interchange. Eight Mile Road also has access <br /> to 1-5 at an interchange that includes an undercrossing of 1-5. Grade-separated crossings of railroad <br /> tracks are located at approximately one-half mile east of the project site, and approximately 1.6 miles west <br /> of the Project site. <br /> Transportation 4.19-2 October 2021 <br />
