Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> The purpose of Phase 1 development is to provide an OSPHD 1 full-service hospital for labor and delivery <br /> services including Alternative Birthing Services (ABC), which currently do not exist in the San Joaquin <br /> County. In addition to these services, Phase 1 would have an in- and outpatient surgery center, emergent <br /> care services, radiology center, lab, pharmacy and nursery. The purpose of Phase 2 development is to add <br /> to the hospital campus by incorporating an additional OSPHD 1 100-bed hospital and medical office <br /> building.The Project would add additional value to the medical landscape of San Joaquin County by <br /> providing needed medical services during pandemic times like those experienced with COVID-19. <br /> In 1994 Drs.Jasbir and Param Gill purchased the Project site from the City of Colfax. The Project site is <br /> now owned by the Jasbir S. Gill Family Limited Partnership. At the time of purchase, and for decades prior, <br /> the property was used for cattle grazing. In 1995, the Project site was planted with vineyard and remains <br /> planted today. <br /> 3.3.1 Site Selection <br /> The proposed Project would provide needed medical infrastructure to San Joaquin County.The Project is <br /> centrally located between State Route 99 (SR99) and Interstate-5 (1-5), between Stockton and Lodi, and <br /> just northeast of the Eight Mile Road/West Lane intersection. Both Eight Mile Road and West Lane are <br /> heavily traveled thoroughfares. West Lane carries traffic between Lodi (where is becomes Hutchins Street <br /> in the southern part of the city) and Stockton (where it becomes Airport Way in Stockton, south of <br /> Harding Way). Eight Mile Road is a major arterial transporting traffic between SR 99 and 1-5 on the <br /> northern edge of Stockton. <br /> The project site was selected for several reasons. First, its location between the cities of Lodi and Stockton <br /> is ideal to serve residents of the greater Stockton and Lodi area, as well as those in eastern San Joaquin <br /> County—which has no hospital services. Second, because the Gill Family owns the project site, it can <br /> invest capital into the infrastructure necessary for a project of this magnitude, rather than having to divert <br /> capital into land acquisition. Third, the Project site's frontage on three major roadways (West Lane, Eight <br /> Mile, and a driveway access to Ham Lane) allows several opportunities for public and emergency access to <br /> the site. Fourth, its relative proximity to both major north/south freeways in the County enhances public <br /> access (State Route 99 is approximately 1.5 miles to the east and Interstate 5 is just over 4 miles to the <br /> west). Fifth, as discussed above, while the project site is designated AG-40, the proposed hospital campus <br /> use is consistent with the Development Title "Public Services— Essential" use type and, as such, the Project <br /> can be conditionally permitted without the need for a zone reclassification and/or General Plan <br /> amendment. Finally, while located in unincorporated San Joaquin County, the properties immediately to <br /> the south include commercial/industrial and residential uses (fronting on Eight Mile Road) and the City of <br /> Stockton recently approved a development application for Tra Vigne, a mixed use project which would <br /> extend the City limits north to the intersection of Eight Mile Road and West Lane.Thus, the Project is <br /> adjacent to a developing area in the region. <br /> 3.4 Project Objectives <br /> The Project objectives include the following: <br /> Section 3.0 Project Description 3-7 October 2021 <br />
