Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> Cumulative No Project Conditions, and <br /> Cumulative Plus Project Conditions. <br /> Impact 4.19-1: Conflict with a program plan, ordinance or policy addressing the circulation system <br /> Impact Determination: Less Than Significant with Mitigation Incorporated <br /> Thresholds: Conflict with a program,plan, ordinance or policy addressing the circulation system, <br /> including transit, roadways, bicycle and pedestrian facilities. <br /> The transportation analysis presented below is based on the Existing Plus Phase 1, Existing Plus Project <br /> (i.e., full buildout of Phases 1 and 2) and Cumulative Plus Project conditions as modeled in the Project's <br /> Traffic Study(Appendix J). For a detailed discussion of trip generation, trip distribution, trip assignment <br /> associated with these modeling scenarios, refer to draft EIR Appendix J. the Project construction and <br /> operational phases are addressed separately below. <br /> Project Construction <br /> Project construction would result in temporary increases in local traffic due to the transport of <br /> construction personnel, equipment, and materials to the project site.There are no existing transit, bicycle <br /> or pedestrian facilities located on or adjacent the Project and no road closures would be required to <br /> implement the Project. Should construction within right-of-way be required for lane tappers, driveway <br /> improvements and/or entry element features, appropriate traffic controls would be implemented <br /> consistent with County standards. As a result, Project construction would have only short-term less-than- <br /> significant effects on local traffic and circulation LOS and would not conflict with any program, plan, <br /> ordinance or policy addressing the circulation system. Related impacts are less than significant, and no <br /> mitigation is required. <br /> Project Operation Phase 1 <br /> Intersection Levels of Service <br /> Phase 1 of the Project would include a driveway connection with West Lane along the western boundary <br /> of the project site. An emergency access drive from West Lane would also be provided along the project's <br /> northwestern boundary adjacent the 100-foot riparian setback buffer. <br /> Table 4.19-4 presents the a.m. peak hour and p.m. peak hour LOS at each study intersection under <br /> Existing Plus Phase 1 conditions.
