Consequently, Phase 2 development <br /> would result in a relatively larger increase in demand for public transit compared to Phase 1 only. <br /> In May 2020, a representative of the applicant participated in a video conference with Ms. Kimberly Gayle, <br /> Deputy Chief Executive Officer of SJTRD. During this conference, the potential for SJRTD to provide <br /> service to the project site via Hopper Route 93 was discussed (Jolley pers. comm.) Hopper Route 93 <br /> currently travels along West Lane adjacent to the project site. However, access to the southbound portion <br /> of the Hopper route from the project site would require a new transit stop along the west side of West <br /> Lane. The following factors make development this transit stop infeasible: <br /> physical constraints (i.e., pedestrians would have to cross the four-lane divided West Lane); <br /> land ownership (i.e., neither the County nor the applicant own the land on the west side of West <br /> Lane, where the southbound transit stop would be located); and <br /> potential safety concerns (i.e., pedestrian travel across and along West Lane). <br /> Transportation 4.19-36 October 2021 <br />
