LOS E is considered unacceptable. <br /> Lower Sacramento Road South of Eight Mile Road <br /> Under Existing Plus Project conditions, Lower Sacramento Road South of Eight Mile Road would operate <br /> at LOS E. LOS E is considered unacceptable. <br /> Compared to Existing Conditions, the project-related increase in volumes would not be greater than five <br /> percent. Therefore, based on criteria presented in the above General Plan Policy Consistency Criteria <br /> section, the project-related inconsistency with General Plan policies for the above two road segments is <br /> considered less than significant. No improvements are required. <br /> It should be noted that while no project-related improvements are required on these roadway segments <br /> under Existing Plus Project conditions, Table 4.19-13 shows implementation of recommended <br /> improvements for Existing Conditions would result in this roadway segment operating at LOS A. LOS A is <br /> considered acceptable. LOS F is considered unacceptable. Compared to Existing Conditions, the project- <br /> related increase in volumes would be greater than five percent. Therefore, based on criteria presented in <br /> the above General Plan Policy Consistency Criteria section, the project-related inconsistency with General <br /> Plan policies is considered significant. With implementation of Mitigation Measure 4.19-1 e this impact <br /> would be reduced to less than significant with mitigation incorporated. <br /> A summary of LOS with recommended improvements is presented in Table 4.19-13. With this <br /> recommended improvement, this roadway segment would operate at acceptable LOS A and reduce the <br /> project-related inconsistency with General Plan policies to a less than significant level.
