Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> Traffic volumes under Cumulative Plus Project conditions would be generally higher than under <br /> Cumulative No Project conditions and, as a result, vehicle density at study rampjunctions under <br /> Cumulative Plus Project conditions would be higher than under Cumulative No Project conditions. <br /> Under Cumulative Plus Project conditions, LOS at all four of the study rampjunctions would be at <br /> acceptable LOS C or better during both the a.m. peak hour and the p.m. peak hour. No improvements are <br /> needed at these ramp junctions to achieve acceptable LOS. <br /> Based on the above cumulative impact analysis, the Project would result in a less than cumulatively <br /> considerable impact to LOS policy. <br /> 4.19.4.3 Vehicle Miles Traveled <br /> Project VMT impacts are assessed above as part of Impact 4.19-2: Conflict or be inconsistent with CEQA <br /> Guidelines Section 15064.3, subdivision (b) for Vehicle Miles Traveled (VMT). As discussed in Impact 4.19- <br /> 2, because the project-related 85.98 VMT per Service Population is greater than 20.54 VMT per Service <br /> Population, the Project results in a significant VMT impact.The analysis finds that the VMT impact can be <br /> reduced by implementing recommended Mitigation Measures 4.19-1f and 4.19-2a through 2c. However, <br /> because of the magnitude of VMT impact, even with implementation of recommended mitigation <br /> measures this VMT impact would remain significant and unavoidable. Therefore, the proposed Project <br /> results in a considerable contribution to existing regional medical sector cumulative VMT impacts. <br /> Transportation 4.19-47 October 2021 <br />
