Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> culturally-appropriate treatment. If the find includes human remains, the procedures <br /> outlined in Mitigation Measure 4.7-3a: Human Remains Discovery shall be followed. The <br /> contractor shall implement any measures determined by the County to be necessary. <br /> Work at the discovery location cannot resume until the treatment has been implemented <br /> to the satisfaction of the County. <br /> Timing/Implementation: During construction <br /> Monitoring/Enforcement: County of San Joaquin Planning/Development Services Division <br /> 4.20.6 Cumulative Impacts <br /> Section 15130 (a) of the State CEQA Guidelines states: <br /> An EIR shall discuss cumulative impacts of a project when the project's incremental effect is <br /> cumulatively considerable, as defined in section 15065 (a)(3).Where a lead agency is examining a <br /> project with an incremental effect that is not "cumulatively considerable," a lead agency need not <br /> consider that effect significant but shall briefly describe its basis for concluding that the <br /> incremental effect is not cumulatively considerable. <br /> San Joaquin County contains extensive cultural resources, including Native American archaeological sites, <br /> such as village sites, burial grounds, procurement sites, and lithic scatters.As development occurs within <br /> San Joaquin County over time, TCRs currently identified and those that may be identified in the future <br /> could be adversely affected. As discussed under Impact 4.20-1 above, confidential Tribal consultation <br /> resulted in agreement that there exists the possibility that unknown TCRs may be significantly impacted <br /> by Project construction.This impact would contribute to the cumulative impact on San Joaquin County <br /> Tribal Resources. To address this impact, Mitigation Measure 4.20-1a was developed in consultation with <br /> the Buena Vista Rancheria of Me-Wuk Indians. Implementation of the measure would reduce any <br /> potential impact on TCRs to less than significant. Given that any potential impact on TCRs due to the <br /> Project would be minimized or avoided entirely through implementation of 4.20-1 a, the contribution of <br /> the Project to the cumulative impact on San Joaquin County TCRs would be less than cumulatively <br /> considerable and no further mitigation is required. <br /> Mitigation Measures <br /> None required. <br /> Tribal Cultural Resources 4.20-9 October 2021 <br />
