Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> a. Listed or eligible for listing in the CRHR, or in a local register of historical resources as <br /> defined in PRC § 5O2O.1(k); or, <br /> b. A resource determined by the lead agency, in its discretion and supported by substantial <br /> evidence, to be significant pursuant to criteria set forth in subdivision (c) of PRC § 5024.1. <br /> In applying the criteria set forth in subdivision (c) of PRC § 5024.1,the lead agency shall <br /> consider the significance of the resource to a California Native American Tribe. <br /> Impact 4.20-1: Impacts to Tribal Cultural Resources <br /> Impact Determination: less than significant with mitigation incorporated <br /> Threshold: Would the project cause a substantial adverse change in the significance of a tribal cultural <br /> resource, defined in Public Resources Code Section 21074 as either a site, feature,place, <br /> cultural landscape that is geographically defined in terms of the size and scope of the <br /> landscape, sacred place, or object with cultural value to a California Native American tribe, <br /> and that is: <br /> • Listed or eligible for listing in the California Register of Historical Resources, or in a local <br /> register of historical resources as defined in Public Resources Code Section 5O2O.1(k), or <br /> • A resource determined by the lead agency, in its discretion and supported by substantial <br /> evidence, to be significant pursuant to criteria set forth in subdivision (c) of Public <br /> Resources Code Section 5024.1. In applying the criteria set forth in subdivision (c) of <br /> Public Resources Code Section 5024.1, the lead agency shall consider the significance of <br /> the resource to a California Native American Tribe. <br /> No TCRs were identified within or immediately adjacent to the Project area. Therefore, the proposed <br /> project would not result in a significant impact to known TCRs. However, ground disturbing activities <br /> could result in the unanticipated discovery of TCRs and prehistoric archaeological sites which may be <br /> considered TCRs. As such, impacts to unknown TCRs is considered potentially significant. <br /> Implementation of Mitigation Measure 4.20-1a would ensure minimal risk of harm to currently unknown <br /> potential TCRs and address any needed mitigation during Project implementation. Therefore, with <br /> implementation of Mitigation Measure 4.20-1 a, potential impacts to unknown TCRs would be reduced to <br /> less than significant with mitigation incorporated. <br /> Mitigation Measures <br /> 4.20-1a: Unanticipated Discovery. <br /> If any suspected TCRs are discovered during ground disturbing construction activities, all <br /> work shall cease within 100 feet of the find, or an agreed upon distance based on the <br /> nature of the find. The County shall invite a Tribal Representative from Buena Vista <br /> Rancheria of Me-Wuk Indians to make recommendations about whether or not the <br /> discovery represents a TCR (PRC §21074) and, if so, to make recommendations for <br /> Tribal Cultural Resources 4.20-8 October 2021 <br />
