Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> emergency access road from West Lane would be located south of the WID agricultural canal setback <br /> buffer and north of the Phase 1 Hospital building and constructed as part of Phase 1 improvements. <br /> A total of 1,282 parking spaces would be provided onsite within the parking lots surrounding the main <br /> buildings as shown on Figure 3-5. This includes 282 Phase 1 and 1,000 Phase 2 parking spaces (10 feet <br /> wide by 20 feet deep), including accessible parking near all building main entrances.All onsite parking <br /> areas and pedestrian pathways would be lighted to a minimum one foot-candle. Light fixtures would use <br /> light-emitting diode (LED) technology with 900 cut off and flat lenses to reduce light spill and all outdoor <br /> lighting would be connected to a timed clock control system. <br /> 3.6.3 Landscaping, Walls and Signage <br /> The proposed landscape plan is shown in Figure 3-6. Landscape Plan. All onsite landscaping and irrigation <br /> would be drought tolerant, water conserving, and would follow sustainable practices as outlined in Model <br /> Water Efficiency Landscape Ordinance (MWELO). The landscape plan is designed to be low maintenance, <br /> provide perimeter screening and enhance habitat along the existing WID agricultural canal. <br /> As shown on the Landscape Plan, all onsite roads and buildings would include adjacent landscaping <br /> installed consistent with development phasing. <br /> The Phase 1 West Lane site frontage would include a 10-foot setback for landscape planting and the <br /> entrance driveway would receive enhanced landscaping including trees and shrubs in the center median <br /> and between the back of curb and sidewalk. The Phase 2 Ham Lane and Eight Mile Road entrance <br /> driveways would be landscaped with trees and shrubs at the back of curb. All parking lots would be <br /> planted with shade trees consistent with County parking lot shade requirements. <br /> In addition to vegetated landscape, water features are proposed on the north and south sides of the <br /> Phase 1 Hospital. Fountains or other amenities may be included within the water feature and perimeter <br /> pedestrian pathways and seating may be installed in the surrounding areas. <br /> Consistent with San Joaquin County Development Title Section 9-1022.4 (d) (1), a seven-foot-tall solid <br /> Concrete Masonry Unit (CMU) wall would be constructed along the southern site boundary and along <br /> both sides of the Ham Lane entrance drive. In addition, an eight-foot-tall security fence would be located <br /> around the storm water retention pond to prevent unauthorized access. <br /> Signage identifying the Project would be installed at all driveway entrances and wayfinding signage would <br /> be located as appropriate throughout the site. <br /> 3.6.4 Woodbridge Irrigation District (WID) Agricultural Canal Buffer <br /> The WID agricultural canal exists along the northwest site boundary. Consistent with San Joaquin County <br /> Development Title Section 9-1510.5, a 100-foot wide buffer is proposed along the canal. This buffer <br /> would provide natural open space habitat for nesting and foraging and for the protection of surface water <br /> quality. <br /> Section 3.0 Project Description 3-14 October 2021 <br />
