Alternative 2 would improve the near-term availability of these services <br /> in the currently medically underserved north Stockton area, although not to the degree that would occur <br /> under full buildout with Phase 2 facilities.As a result, over the long term until additional medical facilities <br /> are developed in the area, patients and health care workers residing in the north Stockton area would <br /> continue to travel to the Sacramento area and the greater Bay area, where there is a higher number of <br /> high-quality medical facilities and personnel as well as a greater number of specialists and medical related <br /> job opportunities. However, unless other more strategically located <br /> hospitals are constructed in the north Stockton area, as discussed above, over the long-term Alternative 2 <br /> would have effects similar to the No Project Alternative because medical patients and workers in the <br /> medically underserved north Stockton area would be forced to continue to travel to existing hospitals and <br /> job opportunities in the greater Sacramento and Bay Areas. <br /> In summary, compared to proposed Project buildout, this Alternative would reduce VMT and GHG <br /> emissions compared to the proposed Project in the short term, however medical patient and worker VMT <br /> and related GHG emissions in the north Stockton area would remain mostly unchanged in the long term <br /> under Alternative 2 compared to existing conditions. <br /> Alternatives 6-8 October 2021 <br />
