Site Specific Use Permits and Site Plan/Design Review <br /> Although not part of this preliminary application, the Project anticipates submitting formal use <br /> permit and design review applications to permit initial, phase one development within the <br /> proposed university, as well as an initial phase of site-specific industrial development. <br /> The scope and configuration of the proposed phase one applications is currently being <br /> evaluated and will be further refined in response to County and stakeholder comments <br /> provided in conjunction with the present preliminary application package. <br /> Development Agreement <br /> Finally, although the Project is being designed as a cohesive and fully integrated master plan, <br /> ultimate development of the Project will be driven by economic conditions and market <br /> demand. As such, full build-out of the Project is anticipated to occur over many years and, more <br /> likely, decades. <br /> Therefore, Dhan Sukh anticipates requesting County consideration of a Development <br /> Agreement to address overall Project vesting, as well as important community benefit issues <br /> associated with the development of this magnitude. <br /> Conclusion <br /> Dhan Sukh is pleased to present this preliminary application to the County for its initial review <br /> and consideration. Moreover, we look forward to working collaboratively with the County, <br /> stakeholders and the greater community to ensure that this Project meets the highest <br /> standards and is an asset to the region in terms of both educational advancement and <br /> economic development for many years to come. <br /> 5 <br />
