Notification #1600-2018-0342-R3 <br />Streambed Alteration Agreement <br />October 28, 2019 <br />Page 5 of 24 <br />installed at the south end of the fixed wall on Dad's Point and at the north end of the fixed <br />wall at the Stockton Golf and Country Club. The gate will be 8 feet high and will prevent <br />public access to the fixed wall and gate structure. Access to the gate structure through the <br />security gate will be limited to San Joaquin Area Flood Control Agency (SJAFCA) and <br />authorized maintenance personnel. <br />Once construction of the fixed wall is complete, thirty-six 36 -inch steel pipe dolphin piles will <br />be installed on the San Joaquin River side of the wall to protect it from boats, and two fender <br />piles will be installed on both the San Joaquin River and Smith Canal sides of the gate <br />structure. The pipes will be driven using a barge -mounted vibratory hammer or impact <br />hammer, with piles being vibrated to a maximum depth prior to use of an impact hammer. <br />The dolphin piles will be spaced every 16 feet on each side of the gate structure and will be <br />placed approximately 55 feet away from the centerline of the fixed wall. The fender piles will <br />have a floating fender that will move up and down the pile with the tide, and all four fender <br />piles will have a top -mounted solar powered light -emitting diode navigation light. <br />Planter boxes will be installed along the top edge of the Atherton Cove/Smith Canal side of <br />the fixed wall and will be designed to allow vegetation to hang over the top half of the wall. <br />Construction of the fixed wall will be staggered over 2 years. The southern portion of the <br />fixed wall will be installed during the first year of construction and the northern portion during <br />the second year. Construction of the northern side of the fixed wall will not take place until <br />after the gate structure has been tested to confirm operability. Construction of the fixed wall <br />will be done using barge -mounted equipment. The granular material will be delivered to the <br />construction site by truck or barge using a crane equipped with a clamshell bucket. <br />The Permittee and their contractor will incorporate the use of a pile driving analyzer system <br />during pile driving, which monitors the energy of the hammer blows into the piles, essentially <br />conducting dynamic load testing during pile driving. A single compression pile load test <br />would be conducted once the piles are installed, which does not require additional impact <br />hammer strikes. Prior to driving any pile, the Permittee or their contractor shall submit a pile <br />Wave Equation Analysis, performed by an engineer, for each size pile and distinct <br />subsurface profile condition to CDFW. These analyses shall take into account the proposed <br />hammer assembly, pile cap block and cushion characteristics, the pile properties and <br />estimated lengths and the soil properties anticipated to be encountered throughout the <br />installed pile length based on static capacity analysis with consideration of driving gain/loss <br />factors. Only one specific model of pile hammer may be used for each pile type and <br />capacity. The Wave Equation Analysis shall demonstrate that the piles would not be <br />damaged during driving, shall indicate that the driving stresses would be maintained within <br />the limits below and indicate the blow count necessary to achieve the required ultimate static <br />pile capacities. <br />Riprap Placement <br />Once the fixed wall is constructed, approximately 3,400 tons of riprap will be placed where <br />the wall ties into the banks, and an additional 800 tons will be placed around the edge of the <br />gate structure, for a total of 4,200 tons. The wall tie-ins are designed to be stable, but the <br />riprap will be needed for scour protection during flood events. At the tie-in with the Stockton <br />Golf and Country Club, the riprap will extend along the bank from both the Smith Canal and <br />San Joaquin River sides of the wall (Exhibit A).
