Notification #1600-2018-0342-R3
Streambed Alteration Agreement
October 28, 2019
platform, with some of the piles placed below the mean high water mark of the San Joaquin
River. The platforms will be 36 feet wide and 12 feet deep, with a ramp for access. The
platforms will be Americans with Disabilities Act accessible and have railings for safety.
Navigational and Other Lighting
Red and green navigational lighting may be mounted on top of the floodwall piles and may
be mounted on the gate structure, focused outward from the floodwall and not directly at the
water surface; changes in light intensity in the water would be designed to be limited to
reduce or avoid potential effects to salmonids.
On Dad's Point, there are currently four streetlights, which are being proposed to be
replaced with 12 streetlights as part of the proposed multi -use interpretive trail. Street lighting
(8 lights) is also proposed along the fixed wall. By illuminating the trail and fixed wall, the
streetlights could also incidentally shine on the water surface. The minimum light levels on
the pedestrian path would be 0.8 footcandles average with an average to minimum ratio of
3.5:1. The designed layout provides 1.03 footcandles average on the pedestrian path with an
average to minimum ration of 3.43:1. Minimum lighting levels on the gate wall shall be 0.3
footcandles average with an average to minimum ratio of 12:1. The designed layout provides
0.37 footcandles average with an average to minimum ratio of 11.29:1. Light sensors would
be installed and set up for dusk to dawn operation.
Invasive Species Removal and Landscaping
Invasive plants will be removed along the Dad's Point levee and replaced with native
vegetation. Removal of invasive vegetation from the banks of will remove the source of
seeds and additional invasive plants.
Bat Boxes
Up to five bat boxes will be installed along Dad's Point.
Multi -use Interpretive Trail
A multi -use interpretive trail suitable for walking, running, and bicycling with interpretive signs
will be constructed on Dad's Point after the floodwall and grade adjustment are complete.
The replacement trail will be constructed as a Class I multiuse trail facility with a minimum 8-
footwide concrete surface. A 12 -foot -wide section of concrete pavers will run parallel to the
all-purpose concrete road. Benches and kiosks will be provided along the trail.
Demobilization
Upon the completion of project construction, the contractor will return staging areas to their
original, or better, condition. Areas disturbed by construction will be revegetated.
Construction Schedule
Construction activities will be conducted 10 hours a day, from 7:00 a.m. to 5:00 pm, up to 7
days per week during the in -water work period of July 15 to November 30. Activities carried
out on dry land are proposed to be conducted year-round. Dry land activities will be
conducted 9 hours a day, from 7:00 a.m. to 4:00 p.m., Monday through Friday at a minimum.
