Sign -in sheets shall be <br />maintained on-site and made available to CDFW upon request. <br />2.31 Disinfect Equipment Prior to Entry into Watercourses. To prevent spread of <br />invasive aquatics and diseases, equipment to be used in watercourses including, <br />but not limited to, boots, waders, hand tools and nets must be decontaminated with <br />a minimum 5 percent chlorine solution for 2 minutes prior to entry into a <br />watercourse. In addition, if a piece of equipment has been exposed or is <br />suspected to have been exposed to areas harboring New Zealand mud snails then <br />that equipment must either be dried out for two weeks, frozen for 48 hours, or <br />placed in 55 degrees Celsius water for 5 minutes. <br />2.32 _Underwater Sound Monitoring During Pile Driving, Sheet Pile Driving and Proofing. <br />Underwater sound monitoring shall be performed during pile -driving, sheet pile <br />driving and proofing activities to ensure that single -strike peak sound pressure <br />level does not exceed 206 decibels. The Qualified Biologist shall include a <br />monitoring report in the Monthly Compliance Report required in Measure 4.2, using <br />the Fisheries Hydroacoustic Working Group's Underwater Noise Monitoring <br />Template, available online at: <br />http://www.dot.ca.gov/hq/env/bio/fisheries bioacoustics.htm. <br />2.33 Marine Mammal Protection. When sound pressure levels exceed the National <br />Marine Fisheries Service (NMFS) thresholds for marine mammal harassment (160 <br />dB root -mean -square sound pressure level [RMS] or greater for impulse sounds <br />such as impact pile driving and 120 dB RMS for continuous noise such as vibratory <br />pile driving), the Qualified Biologist or Biological Monitor shall be on-site to <br />maintain a 1,600 -foot in -water buffer zone. The Qualified Biologist or Biological <br />Monitor shall be on-site. In -water activities shall cease when a marine mammal <br />enters the 1,600 -foot buffer zone established around the project site and resume <br />only after the animal has been gone from the area for a minimum of 15 minutes. <br />The Qualified Biologist or Biological Monitor shall identify monitoring vantage <br />points which allow full visibility to scan the buffer zone using binoculars. At the <br />discretion of CDFW and NMFS, the size or configuration of the marine mammal <br />buffer zone may change based on the findings of sound attenuation monitoring <br />performed during use of an impact hammer or vibratory hammer. <br />2.34 Barotrauma Monitoring During Pile Driving. The underwater sound monitor shall <br />conduct visual monitoring of the water surface concurrent with pile driving activities <br />to ensure that the single strike peak sound exposure level (SEL) exceedance does <br />not adversely affect fish motor functions and cause fish die -off. The Designated <br />Biologist shall notify CDFW immediately if fish are observed to be in distress during <br />the pile driving activities. If fish are observed to be in distress then Permittee shall <br />cease pile -driving activities for 3 hours, and subsequent pile driving shall be done <br />using the 'ramping up' technique. <br />2.35 Underwater Sound Reduction. Underwater sound reduction measures shall be <br />used as needed to ensure that sound levels do not exceed above threshold levels. <br />Sound reduction measures may include: use of an impact hammer cushion block; <br />use of impact hammers during daylight hours only; 'ramping up' technique where <br />
