Notification #1600-2018-0342-R3 <br />Streambed Alteration Agreement <br />October 28, 2019 <br />Page 19 of 24 <br />pile strikes gradually increase energy and frequency of impacts until full force and <br />frequency are achieved; pipe caissons installed with a vibratory hammer to isolate <br />the piles from the water; and the use of a bubble curtain surrounding the pile to be <br />driven. <br />2.36 Turbidity Curtain. A turbidity curtain shall be used to reduce turbidity caused by in - <br />water project activities (e.g., pile driving, dewatering, etc.).. After installation of a <br />turbidity curtain, the Permittee or their contractor shall monitor turbidity during in - <br />water activities consistent with the 401 Water Quality Certification for the project. If <br />water quality compliance cannot be achieved with turbidity curtains, then Permittee <br />shall isolate the in -water demolition area(s) with cofferdams. <br />3. Compensatory Measures <br />To compensate for adverse impacts to fish and wildlife resources identified above that cannot <br />be avoided or minimized, Permittee shall implement each measure listed below. <br />3.1 Riparian/Tidal Wetland Remediation. Permittee shall provide a riparian/tidal <br />wetland remediation plan (including initial invasive plant species monitoring, <br />maintenance and timelines) prepared by a professional habitat restoration <br />specialist. Permittee shall implement the plan as detailed in the plan's timelines. <br />This plan must be approved in writing by CDFW prior to commencement of project <br />activities after January 31, 2020. <br />3.2 Compensatory Mitigation. Permittee shall provide a comprehensive compensatory <br />mitigation plan for each habitat type impacted, including hydroacoustic impacts, and <br />timelines for their completion. This plan must be approved in writing by CDFW and <br />all compensatory mitigation identified in the plan must either be completed prior to <br />commencement of project activities after January 31, 2020 or until a security, <br />approved in form by CDFW in writing, is fully funded for CDFW to carry out any <br />unmet compensatory mitigation obligations. If Permittee chooses to provide a <br />security, then a line item estimate for each unmet obligation shall be provided to <br />calculate the amount of the security. <br />Water Quality Monitoring. Permittee shall provide a water quality monitoring plan to <br />ensure the accuracy of models predicting no changes to water quality in the aquatic <br />habitats upstream of the proposed project. The plan shall focus on summer/fall <br />months and also identify compensatory mitigation or contingencies to address <br />impacts to water quality in affected areas. No project activities are authorized to <br />commence after January 31, 2020 until the water quality monitoring plan has been <br />accepted in writing by CDFW. <br />4. Reporting Measures <br />Permittee shall meet each reporting requirement described below. <br />4.1 Capture and Relocation. A report of capture and relocation events activities shall <br />be provided to CDFW within 5 business days after any event occurs. Project <br />
