This will <br /> improve its capacity and also change local drainage. <br /> - Individual drainage basins on each lot will retain stormwater on the lot. <br /> - This is not the best engineering practice, as each basin must be maintained <br /> separately by the owner and it will be difficult to enforce. Vegetation, <br /> landscaping and other improvements may obstruct drainage to the ponds. <br /> A better solution would to convey stormwater runoff to a terminal drain <br /> or a common drainage pond. This area has drainage problems ; local drainage <br /> systems are better suited to agricultural use than residential use. <br /> - If developed as proposed on individual wells, fire hydrants will not be <br /> possible. <br /> - Although local soils are unsuited to septic tank filter fields, septic tanks <br /> are proposed for sewage disposal. <br /> - Public sewer, water and drainage services are unavailable in the area. <br /> - It is proposed to provide electrical service via overhead lines. <br /> - A 10' dedication for widening Forest Lake Road and a cash share for widening <br /> improvements is proposed. <br /> Based on an Initial Study of PEA 79-116, the Environmental Review Officer <br /> has prepared a Negative Declaration for this project. <br /> - The soils have impervious clay pans subsoil layers at a depth of 14"-24" <br /> and are poorly drained. <br /> Section X11A7 of Ordinance 892 requires that overhead utility lines be <br /> placed to the rear of or on the side lines of parcels out of the public <br /> right of way. This was not done for 5-76-3 south of Forest Lake Road. <br /> Overhead utility lines along the roadway are a safety hazard and are <br /> unaesthetic. <br /> DEVELOPMENT COMMITTEE ACTION <br /> - At its meeting of January 24, 1979 the Development Committee ratified the <br /> Negative Declaration and forwarded the project to the Planning Commission <br /> with a recommendation for approval subject to the following conditions : <br />
