2 -14 <br />dry weight basis, or the density of salmonella bacteria in the stabilized compost will be less <br />than 3 MPN per 4 grams of total solids on a dry weight basis. <br />To ensure pathogen reduction for the windrow composting process, the active compost will <br />be maintained under aerobic conditions at a temperature of 131 0 F or higher for a period of <br />15 days or longer. During the period when the compost is maintained at 131 0 F or higher, <br />there will be a minimum of five turnings of the windrow. <br />Compost facilities shall be operated at the minimum temperature and process time <br />requirements for pathogen reduction as presented in Table 4 and as specified in 14 CCR, <br />Section 17868.3. <br />Daily temperature measurements shall be measured for pathogen reduction as follows: <br />• Windrow composting processes shall be monitored 12 to 24 inches below the pile <br />surface. <br />• Aerated static pile composting processes (if proposed in the future) shall be <br />monitored 12 to 18 inches from the point where the insulation cover meets the <br />active compost. <br />One temperature reading will be taken per every 150 feet of Windrow, or faction thereof, or <br />for every 200 cubic yards of active compost, or fraction thereof. Records detailing pathogen <br />reduction methods will be maintained as discussed in Section 7.6. <br />Biosolids. If biosolids are composted, monitoring for metals, pathogen density, and active <br />compost temperatu res ' .... iI! be performed at the frequenG)' listed i n the Table 6 . <br />To meet the requ i rements of 14 GeR, Sections 17868.2 and 17868.3 (see 17868.1 (0)(1)), <br />at least one composite sample shall be anal),zed for every 5,000 cub ic yards of compost <br />produced . <br />Green Materials. In accordance with 14 CCR, Section 17868.5, the feedstock undergoes <br />load checking to ensure that physical contaminants are no greater than 1.0 percent of total <br />weight. Load checking includes both visual observations of incoming waste loads and load <br />sorting to quantify percentage of contaminating materials. A minimum of one percent of <br />daily incoming volume or at least one truck per day, whichever is greater, is inspected <br />visually. If a visual load check indicates a contamination level greater than one percent, a <br />representative sample is taken, physical contaminants are collected and weighed, and the <br />percentage of physical contaminants is determined. The load is rejected if physical <br />contaminants are greater than 1.0 percent of total weight. Upon request of the LEA, <br />Forward Inc. will take a representative sample of feedstock, collect and weigh physical <br />contaminants, and determine the percentage of physical contaminants determined. Any <br />agricultural material handling operation using this material will ensure that the feedstock <br />meets the metal concentration limits specified in 14 CCR, Section 17868.2. <br />Mixed So li d Waste.
