2-15 • The moisture of active compost wi ll be measured on a weel<ly basis at the point of temperature measurement. 2.3 Composting Site Improvements 2.3.1 Identification Signs In accordance with 14 CCR, Section 17867(a)(7), signs are posted at the RRF/Compost Facility entrance stating that hazardous wastes, medical wastes, cannery wastes (except for those materials allowed under the current SWFP), and dead animals are prohibited from being accepted at the facility. Other signs identify the name of the facility, operator of the site, hours of operation, and telephone numbers. In addition, signs are posted at the office trailer stating the site hours, site and company telephone numbers (including emergency contact phone numbers), rules and regulations for all drivers, the site speed limit (10 miles per hour), and that all loads must be covered. 2.3.2 Entry Signs The entry signs are the same as the identification signs described in Section 2.3.1. 2.3.3 Facility Security The entire perimeter of the site (including the RRF/Compost Facility) is fenced, including the South Fork easement to prevent unauthorized access. Signs prohibiting unauthorized access have been posted on the fence along the levee adjacent to the South Fork and Austin Road at approximately 300-foot intervals. All site entrances have gates that are locked when the site is not in operation. Access through the landfill and RRF/Compost Facility entrances is controlled by the office trailer attendants. The eastern side of the site (Austin Road) is landscaped with trees and the RRF/Compost Facility has a 5-foot high earthen berm on a portion of the southern and eastern sides to limit the site visibility from the road. The equipment maintenance area and storage yard at the landfill is fenced and is locked when the site is closed. In addition, the site has night security when the site is closed. 2.3.4 Roads The entrance to the RRF/Compost Facility is all-weather surfaces. Onsite roads are constructed/improved as needed to allow all weather access. These onsite roads will be constructed with onsite soils, crushed asphalt or aggregate, or both. The roads are maintained by site personnel. As previously mentioned, the first 120 feet of the entrance road are paved. This area is swept, as needed. Debris is picked up, the roads are graded occasionally, and watered daily for dust control. In addition, litter is raked and picked up by hand. In the event that dirt is inadvertently tracked onto Austin Road by vehicles leaving the site, the street sweeper will be deployed. The wheel wash station is located along the exit road as shown on Figure 2. The wheel wash (Tracinator) station removes mud from the tires of trucks by shaking the vehicle as it drives across the steel washboard channels. In addition. the concrete basin is filled to an approximate 7-inch depth with water delivered by a water truck. As trucks drive through the wheel wash station . water in the concrete basin washes away the mud on the tires. Mud will be cleared from the wheel wash station . as needed, by filling the concrete basin with clean water and pumping the water into a holding tank. The water in the holding tank will be disposed of in accordance with WDR Order No . R5-2014-0006. A water truck with a pressurized hose will also be used to clean the basin.
