3.8.2 Pile Geometry 3.8.2.1 Feedstock Sorting bins and wood waste stockpiles are located on the permitted property surrounding the RRF building. The stockpile area of the RRF expands and contracts depending upon the amount of materials sorted and the re-sale market. 3.8.2.2 Processed Material The waste materials are formed into compost piles which may be olacedare up to approximately 7 feet tall at center and 15 feet wide by 12 f eet tall at ce nter , and of varying lengths, up to 300 feet. The active compost will be mixed as required for proper control depending on temperature and moisture profiles and season (turning will be kept to a minimum during the rainy season). The frequency of the windrow turning and water addition will be determined by monitoring the pile temperature and moisture content. Temperatures within the active compost will be monitored daily using hand-held temperature probes. As the materials in the active compost age, the volume of the compost decreases. Windrows will be combined with neighboring Windrows to maintain the desired pile dimensions. 4.0 CONTINGENCY PLANS 4.1 FIRE PREVENTION Forward, Inc. has a number of site and personal safety procedures in place as detailed in the Contingency Plan. The following equipment and systems have been installed at the site to prevent and control accidental ignition of combustible materials and can be employed at the Compost Facility: • Fire extinguishers-inspected routinely and recharged, as necessary. • Annual fire inspections by the Manteca-Lathrop Fire Department. • A dirt supply is kept near the working face to smother a potential fire. • Two water trucks are available. • Emergency fire hose hook ups are located in the southeast corner of the landfill, north of the South Fork of South Littlejohn's Creek and in the entrance facilities for the fire department. • Knoxbox outside the landfill main entrance with keys to the main gate, landfill office, RRF and Compost Facility office, and fire box. • A pressurized water system, as needed. Regular maintenance, inspection, and housekeeping procedures are conducted for this equipment. Emergency equipment operating instructions, escape routes, emergency response and evacuation procedures are identified in the Contingency Plan. The Compost Facility equipment and vehicles are maintained to prevent fires by frequently removing debris and dust from undercarriages and engine compartments of the heavy equipment and checking for, and repairing, oil and fuel leaks.
