Sect/OR 18227(b). This RCSI describes the design and operation of the <br />Forward, Inc. (Forward) Compost Facility (Compost Facility). The Forward site is an existing <br />solid waste disposal and resource recovery facility (RRF) located at 9999 South Austin <br />Road.ffi Manteca, California (see Figure 1). The site is wholly-owned and operated by <br />Forward. The landfill was permitted and opened in 1973. The RRF began operations in <br />1975. The Forward operates an RRF building is located in the south eastern portion of the <br />site. and is and separation area in the Sout h Area operated in compliance with SWFP No. <br />39·AA -0020 (see Appendix A). The compost facility is located in the same area as the RRF <br />(southeastern portion of the overall property) ad jacent to just north the RRF building (to the <br />north. south . and west ). as shown on the Site Plan s (Figure s ~1 and lA). The Compost <br />Facility is also included under SWFP No. 39-AA-0020 and began operation in 1994. The <br />Forward RRF /Composting Facility serves the San Joaquin County cities of Stockton . Lathrop . <br />Manteca . as well as jurisdictions in Sacramento County (the cities of Citrus Heights, Elk <br />Grove , and Rancho Cordova ) and Stanislaus County (the cities of Oakdale , Hughson . and <br />Waterford ). <br />Al+-a8 ccess to the site is from Austin Road, with the entrance ',..,hioh runs along the eastern <br />site boundary , south of the Forward Landfill main entrance and the South Fork of South <br />Littlejohn's Creek . The pri mary entrance is at the entrance facilities area in the northeast <br />corner of the site. A second access road is located approximately 50 feet north of the South <br />FOFI~. A th ird access road is located at the RRF entrance. <br />An intermittent creek, the South Fork of South Little john's Creek , crosses the site in a <br />southwesterly direction. The creek is a tributary to South Littlejohn ~s Creek, itself a tributary <br />to French Camp Slough, which ultimately discharges into the San Joaquin River. Surface <br />water runoff from the northern portion of the siteNorth Area that has not contacted any <br />waste , or has contacted waste and meets t he water quality oriteria for storm "'t'ater <br />d ischarges, is collected in onsite storm water dra i nage basins ~ from which it may beis <br />disoharged to the South Forl< of South Little john's Creek (either fork depending on which <br />side the precipitation falls ), All runoff from the northern portion of the site North Area that <br />has contacted waste is collected and pumped into one of two tfle-.leachate evaporation <br />pond ~ located on sitea long the south perimeter. The entire RRF and separation area is <br />bermed for screening purposes and to segregate non-contact storm water from the RRF <br />operations. Curren t ly , potentially contaminated runoff from the South Area is pumped either <br />to the leachate e,'aporation pond or the sedimentat ion basin in the North Area. All runoff <br />from the RRF /Composting Facility runs along the north and south perimeter ditches to the <br />sedimentation basin in the southwest area of the RRF /Composting Facility site. WDR Order <br />No. R5-2014-0006 requires that the sedimentation basin is sized to contain at least a 25- <br />year. 24-hour storm event and be equipped with a synthetic liner.
