Section 17868.2. <br />Mixed Solid Waste. The operator of a mixed solid waste composting facility shall comply with <br />the applicable env i ronmental health standards as follows: <br />• <br />• <br />• <br />2.3 <br />2.3.1 <br />At least one composite sample shall be tested for every 5,000 cubic yards of mixed <br />solid waste compost provided. <br />The samples will be analyzed for maximum metal concentrations and pathogen <br />reduction requirements. <br />The moisture-aOO oxygen content of active compost will be measured on a weekly <br />basis at the point of temperature measurement. <br />Composting Site Improvements <br />Identification Signs <br />Describe locations where sigfls aFfJ to be posted. Also describe information to be included <br />on signs. The signs, must be posted at all points ol aecess and contaiA the name ol the <br />operotor and any other information required bj' the local/and use authority. <br />In accordance with 14 CCR, Section 17867(a)(7), signs are posted at the RRF/Compost <br />Facil ity entrance stating that hazardous wastes, medical wastes, cannery wastes (exce pt for <br />those materials allowed under the current SWFP ), and dead animals are prohibited from <br />being accepted at the facility. Other signs identify the name of the facility, operator of the <br />site, hours of operation, and telephone numbers. A schedule of charges for a ccepting <br />compostable materia l wi ll be posted along with a list of the genera l types of materials <br />accepted and not accepted. In add ition, signs are posted at the office trailer stating the site <br />hours, site and company telephone numbers (including emergency contact phone numbers), <br />rules and regulations for all drivers, the site speed limit (10 miles per hour), and that all <br />loads must be covered. <br />2.3.2 Entry Signs <br />If the (aeility is open to the public, describe the posting location and in{ormation pro vided on <br />entry sigfls. At a mi-nimurn, sigAs should contain the foI/o wiRg information: schedule of <br />charges, ROtJrs oloperot/on, and a listing of general types of materials whictJ either wi/I be <br />accepted or wi/I not be accepted. <br />The entry signs are the same as the identification signs described in Section 2 .3.1. <br />2.3.3 Facility Security <br />Describe provisions for an adeqtiate perimeter barder designed to discotirage tJRatitRon'zed <br />entf)~ If water or topograpf:Jj' create nattJFa/ bardeFs, an artificial baffier is not {vqtJired. <br />The enti re perimeter of the site (including the RRF/Compost Facility) is fenced, including the <br />South Fork easement to prevent unauthorized access.
