3-2 <br />Staff training generally consists of concentrates on on-the job training under the supervision <br />of someone experienced in the various aspects of the skills being taught. All personnel <br />assigned to the operation shall be trained in subjects pertinent to operations and <br />maintenance, physical contaminants and hazardous materials recognition and screening, <br />with emphasis on odor impact management and emergency procedures in accordance with <br />14 CCR, Section 17867.5. Potential hazards and safety procedures are stressed. Currently, <br />there are ~weekly.1 and monthly meetings in addition to any "as needed" meetings. The <br />daily meetings consist of health. safety. and current operational issues. The weekly <br />meetings include health and safety discussions and videos. when available. The monthly <br />meetings consist of 1 hour training (equipment. regulatorv. etc.) sessions. <br />Employees are provided with safety vests, hard hats, hearing protection, safety glasses, dust <br />masks and respirators, as appropriate for personal safety in their particular job function. <br />Personnel are also required to wear steel toed and soled safety shoes and gloves, <br />depending on their job function. No employee is permitted to operate potentially dangerous <br />equipment or engage in potentially dangerous activities without appropriate training. <br />Forward also implements an emergency response training program as part of their <br />Contingency Plan . All site employees are trained in (1) emergency alarm and notification <br />(on -site employees and off-site emergency response [Le .. 911], (2 ) external emergency <br />response o rganization notification, and (2g) location and content of the emergency <br />response plan. Employees receive a copy of the emergency response plan when they are <br />hired .at hire. <br />Spill prevention . reporting. and cleanup training are integrated into the landfi ll's monthly and <br />weekly safety/training meetings. Landfill emplovees are made aware of the most common <br />source of surface spills . and how to help prevent those occurrences. The importance of <br />reporting significant hazardous or nonhazardous liquid spills is covered. Storm water <br />awareness and the importance of keeping storm water clean is integrated ionto regular staff <br />meetings. <br />All personnel worl(ing with the load checl<ing program will be tra ined to resognize hazardous <br />wastes, and wi ll be trained for safety and e'racuation procedures, The load checking <br />program is explained in detail to all site personnel who are involved with the inspection of <br />waste, including the gate attendant, load inspectors, transfer station landf ill, and compost <br />facility workers, and equipment operators. These employees also attend a 24-hour <br />hazardous waste operations and safety course and an annual refresher course. The course <br />emphasizes familiarity with containers and labels typically used for hazardous waste and <br />other materials. All new employees are enrolled in the course at the earliest available class <br />after they are hired. Specific emergency response and evacuation procedures for all <br />Forward Landfill employees and members of the emergency response team are covered in <br />the training sessions conducted at the site throughout the year. <br />These employees will a lso attend the "Basic Hazardous ';Vaste Awareness Course" given by <br />t he San Joaquin County Offi ce of Emergency Services . The souree emphasizes fam ilia ri ty <br />with the types of containers and labels typically used f o r hazardous waste and other <br />materia ls. The course is repeated annually.
