Forward is investigating potential uses such as top soil amendments, <br />mulch ingredients, and/or soil conditioners. Material may be produced in both bulk and <br />bagged forms. Some of the product may beis utilized on-site for soil amendment and/or <br />ADC. Nonrecoverable or nonmarketable residue arewi-U not be-stored longer than 48 hours <br />at the facility. The residues a re'lt'iI I be removed and transferred for disposal at the landfi ll <br />active working face of the landfill in accordance with 14 CCR, Section 182270). <br />3.5.5 End Product <br />Descnbe the process used to ensUFe that the end pFoduc t, eJ«J/uding nOAcompostable <br />waste, is innocuous and free of sharp edged particles that ha~'e the potential to be harmlul <br />to human health and safety. In addition, describe the process to be used to eRStfIV that the <br />end product shall not exceed the Soluble Throshold Limit Concentration or the Tota l <br />Throshols Umit Concentration specified in 22 CCR, Section 66261.24 or the FRDXHnum <br />concentFation of contaminants specified in Title 40 of Code of Federal Regulations, Part <br />261.24. <br />Forward wf+t-follow§ a process to ensure that the compost end product is innocuous and free <br />of sharp edges and particles that have the potential to be harmful to human health and <br />safety. The quality of the end product will depend on the product's use. The highest quality <br />end product wou ld be used as top soil amendment. Forward wtlt-follow§ the sampling and <br />analysis requirements, as discussed in previous sections, to ensure that all compost <br />products meets regulatory requirements for the protection of human health and safety. All <br />products arewi ll be screened and free of sharp-edged particles. <br />3.5.6 Environmental Health Standards <br />Describe the process used to ensure that all end products, OKC/ud/ng noncompostable <br />wa5te, hm<e met em'/-fonmental health staRdams lor maximum metal concentration and <br />pathogen reductioR. <br />Forward wf.l.I--follow§ processes to ensure that compost end products meet environmental <br />health standards for maximum metal concentrations and pathogen reduction. One sample <br />per 5 .000 yards of finished compost is analyzed at a Department of Health Services <br />Approved Laboratory . in accordance with 17868.1(a)(3)' Samples are analyzed for the <br />constituents required pursuant to 14 CCR. Section 17861.1. A oompos ite samp le wil l be <br />ana lyzed for every 6,000 oubio yards of compost. Compost product which exceeds the <br />maximum metal concentrations or maximum acceptable pathogen concentrations shall be <br />designated by the appropriate State or Federal jurisdiction for another use, including <br />disposal, additional processing, or other use. The maximum acceptable metal <br />concentrations are presented in Table J~.
