Active compost containing biosolids arewill be monitored for metals, pathogen
density, and active compost temperature at the frequency listed in Table .5.M .
To meet the requirements of 14 CCR, Section 17868.1, at least one composite sample iswfU
be analyzed for every 5,000 cubic yards of compost produced.
A composite sample wfU-consist§ of twelve mixed samples of equal volume.
Four samples will be extracted from within the compost pile, each at a different cross -
section as follows:
• One-half the horizontal width of the pile
• One -fourth the horizontal width of the pile
• One -eighth the horizontal width of the pile
At least one temperature reading will be is taken daily per either 150 feet of Windrow, or
fraction thereof, or for every 200 cubic-yards of active compost, or fraction thereof.
Daily temperature measurements sha ll be ~measured for pathogen reduction as follows:
• Windrow composting processes is shall be monitored 12 to 24 inches below the pile
surface.
• Aerated static pile composting processes (if proposed in the future) shall be
monitored 12 to 18 inches from the point where the insulation cover meets the
active compost.
Mixed Solid Waste. The applicable environmental health standards for composting mixed
solid wastes are as follows:
(1) At least one composite sample shall be tested for every 5,000 cubic yards of mixed
solid waste compost produced. The samples shall meet the metals standards in
Tab le .a;h3 and pathogen density requirements.
(2) Measure moisture a nd oxygen content of active compost on a weekly basis at the
point of temperature measurement.
As previously mentioned, records of moisture and temperature monitoring are will be
maintained at the facility.
3.6 Compost Facility Controls
1,£ the CGm{JostiRg facility /s to be located on a closed landfill, leachate contrel, and
monitoring systems for the eofR{JostiRg facility shall be separate from those for the closed
/andf#/ (14 CCR, Seetion 18227itr:f)}.
Forward Composting Facility SWT Engineering
Report of Composting Site Information -May 2014
z:\projects \aili ed waste \forward\resource recovery facility \5 yr perm it rvw 2013-14\rcsi 2014\text\sec 3 . revtr.doc
