3-17 <br />Forward does not plan to locate the Compost Facility on a closed landfill. Forward operates <br />a landfill on land north of the South Fork of South Littlejohn's Creek . However, it should be <br />noted that the Composting Facility is located on an area that is permitted for future WMUs. <br />Composting operations will cease once Forward begins refuse fill development in this area. <br />3.6.1 Vector and Bird Control <br />DesCfibe methods to control or pre~'Ont the propagation, harborage or attmc#oo of flies, <br />rodents, or other vectors and to minimize biFdproblems (1 4 CCR, Section 18227fd». <br />Due to the innocuous nature of compost compared to refuse, rodents, birds, and other <br />vectors are not currently, or expected to be a problem at the Compost Facility. Residue willis <br />not fJ.e-stored longer than 48 hours onsite and good housekeeping practices will be <br />employed. <br />Typical high temperatures maintained in the active compost are sufficient to kill pathogens, <br />insect larvae, and insects. To discourage the potential for insect development, standing <br />water will not be allowed. Fly bait traps are used throughout the facility to capture live flies <br />and are inspected on a weekly basis. Controlled spraying wi ll be is implemented by a <br />professional pest management company, as necessary. In addition, the site manager <br />performs a vector inspection on a daily bas is.fly mon itoring wil l beis conducted on a rout i ne <br />Bas£ <br />Traps and/or bait stations for rodents, insects/flies, and birds wi ll beare inspected on a <br />weekly basis by Forward -l-A&.-personnel and are maintained, as needed. If necessary, a daily <br />monitoring program would be developed to identify and record any vector problems that <br />arise. If these measures are not sufficient, a vector eradication program will be developed <br />and implemented using professional pest management services as necessary. In this case, <br />routine inspection and monitoring of the site will be conducted by the LEA. <br />Rodents and Insects. The Compost Facility/RRF wUt-receive § minimal quantities of wastes <br />that may attract rodents and insects, thus minimizing the food and habitat. In addition, <br />timely removal of the wastes, and keeping the storage of waste overnight to a minimum, <br />minimizes the attraction and presence of rodents and insects. Forward has a professional <br />pest management company on retainer for advice and services, as needed. Insects have <br />not been a nuisance at the site. <br />Birds. The facility ma i nly accepts wastes wh ish do not attract birds. The compostingwe04 <br />ch i pping operations are conducted outside but have not beenare no t attractive to birds. !n <br />addition. Y1!.nder normal operations, wastes are processed within 24 hours. Additionally, <br />nuisance birds will be controlled by reducing litter through the litter collection program.-1f <br />nuisance birds ever become an issue at the RRF /Compost Facility. pyrotechnics could be <br />utilized as a measure of bird control at the site. <br />Records of monitoring and any corrective measures taken to address infestations, should <br />they occur, are maintained at the RRF/Compost Facility. <br />3.6.2 Odor Control <br />Descfi.be procetitlfOS to identify and p .. ;e~'Ont odor nllisanGeS (14 CCR, Section 18227(d». <br />Odor generation at composting facilities tends to fluctuate , rising at the start of composting <br />and dropping quickly. Prevention is the most desirable form of odor control.
