7-1 <br />7.0 RECORD KEEPING <br />7.1 Inspection of Records <br />All compost operation records shall be kept in one location and accessible for five years and <br />shall be available for inspection by authorized representatives from the CI'NMBCaIRecycle , <br />the LEA, looa l health authority, and other duly authorized regulatory agencies (e.g .. RWOCB . <br />APCD }and LE'As during normal working hours in accordance with 14 CCR, Section 17869(a). <br />7.2 Special Occurrences <br />Describe speeia! occurrences to be logged, w/1,icf::J should include: fi.fes, injury and property <br />damageL aceldents, eKpIoS/OAS, incidents regarding f::Ja.zardous wastes, flooding, and otf::Jer <br />unusual occurrences. Also ,include tf::Je /ocat/on where Me log will be kept and the person(s} <br />authorized to malfe entries. <br />The operator maintains a log of special occurrences . which is available for ins pection upon <br />request. Occurrences of special interest include landfill fires . landslides , unusual and <br />sudden settlement. earthquakes and resulting damage . in jury and property damage , <br />accidents, explosion , flooding. and incidents regarding hazardous wastes. Each log entry is <br />accompanied by a summa ry of actions taken by Forward to mitigate the occurrence. <br />Forward 'pPersonnel will maintain a log of special occurrences at the landfill's office trailer. <br />The persons authorized to make log entries are the landfill Site Manager (Ruben Ram i rez), <br />landfill GeneralQffiee Manager (Kevin BassoChrist ina Ca rbaja l), and the Environmental <br />Manager (Erin FanningDon Litohfie ld). or an appropriate designee . The log will include any <br />special occurrences encountered during operation and actions takenmethods used to <br />resolve problems arising from these events, including details of all incidents that required <br />implementing emergency procedures in accordance with 14 CCR, Section 17869(b), The <br />log of special occurrences is submitted to the LEA annually. in accordance with the SWFP. <br />7.3 Record of public Complaints <br />In accordance with 14 CCR, Section 17869(c), public complaints received by Forward will be <br />recorded. Documentation will include the following information . as available : <br />1) Nature of the complaint; <br />2) Date complaint was received; <br />3) Name, address and telephone number of person(s) making the complaint; and, <br />4) Actions taken (if any) by the operator to respond to complaint. <br />Copies of all written complaints and the operator's actions taken to resolve these complaints <br />are kept on-site and are available upon request. In addition . the LEA will be contacted when <br />the site receives any complaints. <br />7.4 Record of Types and Ouantities of Materials <br />In accordance with 14 CCR, Section 17869(d), the quantity and type ~ of feedstock received <br />and quantity of compost and chipped and ground material produced will be recorded and <br />maintained in the facility's records. Agricultural compostable materials handling operations <br />shall be maintain records for compostable material accepted from off-site.
