These water supplies are available for initial mixing of the compost to bring the water
content up to desired levels. and wetting of the compost. Additional on-site water
uses include site construction and waste disposal operations. RRF and compost
operations. dust control. compaction. irrigation. equipment maintenance operations.
sanitary facilities . firefighting. and emergency situations. Bottled water is provided
for drinking. As discussed abo'fe, water for site operations is supp l ied by two on site
production we l ls: a 1,000 gpm produot ion we ll near the landfill entrance fac ilities
and a 20 gpm product ion well near the RRF building. There wi ll a lso be a water tanl~
located in the South Area. In addition , water is avai lab le from the storm water runoff
retention pond . These water supplies are ava il able for i n itial mixing of the compost
to bring the water content up to desired levels, wetting of the compost, dust control ,
and other applioat ions . Water uses inc l ude s ite oonstruct ion and waste disposa l
operations, RRF operat ions , the proposed compost operat ions , dust contro l,
equ i pment maintenan oe operat ions , sanita ry fac il ities, f i re f ighting, and emergenoJ'
situations.
4.3 EQUIPMENT
The equipment available at the facility is presented on Table ~&.4-of the RCSI.
Additional equipment, such as Windrow turning equipment and temperature and
moisture probes, will be used, as needed, to meet the requirements of the compost
operation standards, including minimization of odors. Facility equipment will be
maintained according to standard maintenance practice and the manufacturer's
recommendations. Extra equipment is stored in the equipment maintenance area
and storage yard at the landfill. In addition, extra parts are stored in a trailer on the
southwestern side of the RRF building.
For situations (e.g .. breakdowns or power failure ) that require standby (e.g .,
breal<downs or power failure), specialized, or additional equipment, Forward first
utilizes available equipment from the landfill's operation. If this equipment is not
available, Forward will lease or rent/rent and/or contract the appropriate equipment
from local contractors or suppliers. Forward. Inc. has established contract
agreements with local contractors and suppliers to provide equipment. as needed.
located within an apprm{imate 20 mile rad i us of the s ite.
4.4 POWER SUPPLY
All of the Compost Facility's processing equipment will be diesel powered, and thus
not subject to power failure. Backup generators will be maintained on-site to provide
power to the office trailer designated for the Compost Facility during power outages.
4.5 PERSONNEL AND TRAINING
Additional personnel will be added on an as-needed basis when, and if, a demand
arises at the Composting Facility.
