1-4 <br />Road, approximately 1,900 feet north of the Forward Landfill (Figures 1 and 3). East of the <br />correctional center is the recently constructed California Health Care Facility (CHCF). The <br />Stockton Metropolitan Airport is located approximately one mile west of the existing Forward <br />Landfill. The Burlington Northern and Santa Fe lntermodal Facility, a 470-acre train/truck <br />cargo transfer and storage facility, is located approximately one mile northeast of the landfill <br />site, along the railroad main lines. <br />Composting operations are not conducted over any portion of the Forward Landfill existing <br />waste fill. However, the composting facility is located on an area permitted for future WMUs. <br />1.3 Quantity of Materials to be Accepted <br />The Compost Facility handles any decomposable organic material as allowed under WDR <br />Order No. R5 -2014-0006 including, but not limited to, green material, green material mixed <br />with food waste, food waste (inc luding garbage as defined in 14 GGI1 , Section 17226.30), <br />food processing residue, sewage sludge , biosol ids , mixed solid waste , manure , mixed paper , <br />ash , grit/grease (animal based ), hold i ng tanl{ pump i ngs , cannery rinse water, and <br />agricultural wastes, as defined in Title 14 (Chapter 3.1, Article 1, Section 17852) of the <br />California Code of Regulations (CCR). Compost may be marketed off-site as a product or <br />utilized on-site as a soil amendment with prior approval bynot if icat i on to the LEA. Further <br />definition of these wastes is described below: <br />• Green Material means "any plant material that is separated at the point of <br />generation, contains no greater than 1.0 percent of physical contaminants by weight, <br />and meets the requirements of Section 17868.5. Green material includes, but is not <br />limited to, yard trimmings, untreated wood wastes, natural fiber products, and <br />construction and demolition wood waste. Green material does not include food <br />material, biosolids, mixed solid waste, material processed from commingled <br />collection, wood containing lead-based paint or wood preservative, mixed <br />construction or mixed demolition debris." <br />• Food Material means "any material that was acquired for animal or human <br />consumption is separated from the municipal solid waste stream, and that does not <br />meet the definition of "agricultural materiaL" Food material may include material <br />from food facilities as defined in Health and Safety Code, Section 113785, grocery <br />stores, institutional cafeterias (such as, prisons, schools and hospitals) or residential <br />food scrap collection." In addition, the composting facility also handles food <br />processing residue as feedstock. <br />• Garbage means "a ll I{itchen and tab le food waste , and an i mal or vegetable waste <br />tha t attends or resu lts f rom the storage, preparat ion, oool<:ing o r hand li ng of food <br />stuffs " in acoordan ce with 1 4 GGI1, Sect ion 17226.30. <br />• Sewage Sludge "inc l udes any resi d ue , exc l uding grit or soreen i ngs , removed f rom a <br />was t e 'Nater , 'Nhether in a dry, semidry or liquid form." <br />• Biosolids means "solid , sem i so l id, o r li quid residue generated duri ng the treatmen t <br />of domestio sewage in a t reatment worl<s. Biosolids i ncludes , but is not limited to; <br />domestic septage and scum or solids removed in primary , se condary, or advanced <br />wastewater t reatment processes .
