A feedstocl{ that is not separated or contains 1 .0 % or more phYSical
contaminants by weight is mixed sol id waste. Gompostable material that conta i ns
m ixed demolition or mixed construction debris shall be considered mixed solid
waste."
+ Manure is an agricultural material and means "accumulated herbivore or avian
excrement. This definition shall include feces and urine, and any bedding material,
spilled feed, or soil that is mixed with feces or urine. Asceptanoe of these
wastes depends on having suffioient dry oompost feedstosl{ to absorb exoess water.
Water from these sources will be used to replace use of onsite water to create initial
compost mixture moisture content within the desired range .
+ "Cannery Rinse Water " is produced from the cleaning of produce in preparation for
canning, from the cleaning of equipment, and from the actual canning process. The
rinsate water contains approximately one to two percent solids. For additional
information regarding cannery waste operations at the Forward Landfill, as well as
operational procedures and BMPs, refer to Waste Discharge Requirements (WDR)
Order No . R5 -2014-0006 (see Appendix At and the Joint Technical Document (JTD)
for the Forward landfill .
+ Agricultural waste "include wastes resulting from the production and processing of
farm or agricultural products, including manures, pruning and crop residues wherever
produced ."
The Compost Facility receives waste from municipalities and commercial self haulers. The
facil ity is designed to process the maximum volume of feedstock based on the available
land. The permitted maximum daily throughput for the Compost Facility is 1,100 tons,
however , actua l throughput, including volume of each feedstock, will depend on the
composting technology and the availability of the feedstock. Feedstock tonnages will not
exceed 100,000 tons annually without prior notification and approval of the LEA.
1.3.1 Maximum Daily Load Capacity
The permitted maximum daily throughput for the Compost Facility is 1 ,100 tons per day
(tpd) as allowed under SWFP No. 39-AA-0020. The maximum daily load capacity to the
Compost Facility will depend on the composting technology employed. Forward chooses to
operate with windrow composting using a windrow turning machine. The maximum daily
load capacity for this option is presented below. Additional options may be investigated in
the future, if necessary.
Forward Composting Facility SWT Engineering
Report of Com posting Site Information -MayJ.u1y 2014
z:\projects \al li ed waste \forward \resource recovery faci lity \5 yr perm it rvw 20i3-i4\rcs i 20i4\text\se c i .doc
