Under normal operations, wastes are processed within 24 hours. <br />3.2.8 Odor Control (14 CCR, Section 17406.2 (d)) <br />In accordance with 14 CCR, Section 17406.2(d), odor control measures are practiced at the <br />RRF. The main odor control feature at the site is that waste handling activities are <br />conducted within the partially enclosed transfer station building. All wastes within the <br />transfer station building are removed and delivered to the landfill within 48 hours of receipt. <br />Odors within the building are controlled through regular housekeeping methods. As <br />discussed in Section 3.1.2.3, housekeeping activities are conducted on a continual basis. <br />Incoming loads which are extremely odorous are rejected. <br />3.2.9 Traffic Control (14 CCR, Section 17418.3) <br />Pursuant to 14 CCR, Section 17418.3, traffic flow through the RRF shall be controlled to <br />prevent interference with and/or creation of a safety hazard on adjacent public streets or <br />roads, on-site safety hazards and/or interference with operations. Adequate parking is <br />provided at the RRF as shown on Figures 2 and 7. <br />The remote, rural location of the site already minimizes any interference and safety problems <br />for traffic on the adjacent Austin Road. Stacking of vehicles from the RRF on Austin Road has <br />not been an issue in the past. Incoming and outgoing traffic may not be allowed to park or idle <br />along Austin Road. In addition, stop signs are posted at RRF exit. The RRF and landfill <br />(combined) is able to receive a 620-trip maximum threshold allowed for the entire Forward <br />facility, as discussed in the Final Environmental Impact Report (FEIR) dated December 2002 <br />from which Land Use Permit No. UP-00-7 was issued. <br />Vehicles entering the RRF entrance stop at the RRF scale and are directed to the appropriate <br />unloading area. Vehicles are then directed back to the scale and exit out of the station on <br />Austin Road. Typical traffic flow into, on and out of the station is presented on Figure 7. <br />3.3 Station Improvements <br />3.3.1 Roads (14 CCR, Section 17409.1) <br />The main entrance to the RRF is paved. Other roads used at the site are either gravel (if they <br />will be used often or in the near future) or dirt. On-site roads are constructed, as needed, <br />utilizing on-site soils, crushed asphalt or aggregate, or both. The roads are maintained by site <br />personnel. Since the roads and entrance facilities area are not paved, there is no thorough <br />cleaning. Litter is raked/picked up. The track-out of mud on Austin Road is prevented utilizing
