In addition, the site is graded to provide all-weather access. In <br />accordance with 14 CCR, Section 17409, all roads and driveways at the site are designed and <br />constructed to withstand daily loading while minimizing dust generation. <br />3.3.2 Parking (14 CCR, Section 17409.6) <br />In accordance with 14 CCR, Section 17409.6, adequate parking areas are provided for <br />persons visiting the RRF, as shown on Figures 2 and 7. Parking for the facility is northeast <br />of the transfer station building. Incoming and outgoing traffic may not be allowed to park or <br />idle along Austin Road. <br />3.3.3 Signs (14 CCR, Section 17409.4) <br />In accordance with 14 CCR, Section 17409.4(b), identification are posted at the entrances to <br />both the landfill and RRF. The signage is clearly visible and states the name of the facility <br />operator, facility hours of operation, that the RRF is not open to the public, list of acceptable <br />and prohibited materials, and the site and company office telephone numbers. In addition, <br />signs are posted at the office trailers stating the site hours, site and company telephone <br />numbers, rules and regulations for all drivers, the site speed limit (10 miles per hour), and that <br />all loads must be covered. Additional signage indicates the direction of traffic flow, as needed. <br />3.3.4 Site Security (14 CCR, Section 17418.1) <br />In accordance with 14 CCR, Section 17418.1, site security at the facility is provided using a <br />combination of fencing and lockable gates to secure the site at all entrance and exit points. <br />In addition, the South Fork easement prevents unauthorized access to the facility. Signs <br />prohibiting unauthorized access have been posted on the fence along the levee adjacent to <br />the South Fork and Austin Road at approximately 300 foot intervals. Access through the <br />landfill and RRF entrances is controlled by the gate house attendant. The eastern side of the <br />site (Austin Road) is landscaped with trees and the RRF has a 5-foot high earthen berm on the <br />southern and eastern sides to limit the site visibility from the road. The location of the fencing <br />is shown on Figure 2. <br />3.3.5 Communications Equipment (14 CCR, Section 17415.1) <br />In accordance with 14 CCR, Section 17415.1, adequate communications equipment is <br />available to site personnel to allow response to emergencies. Telephone service is available <br />at the RRF office. The site has five telephone lines for business and emergency use. In <br />addition, each employee is assigned a cell phone with two way radio capability for emergency <br />and work communications.
