The conditions of the active fades of a landfill, as well as the leachate generated, <br />must be monitored and professional judgment utilized at all times to keep these two factors in <br />balance. <br />g. 18 Forward 1993 (D2) <br />Portions of the site that either have been filled to the extent allowed or are not expected to be <br />worked for extended periods (six months or longer) shall be sown with fast-germinating <br />drought-tolerant grass seed and watered until a cover of vegetation is established. <br />h. 19 Austin 1994 (G1.b), Austin 2000 (G1.b) (similar) <br />The project sponsor shall seek to minimize the extent of area exposed to wind erosion. <br />Exposed surfaces, including stockpiles, shall be vegetated to the extent possible. <br />i. 20 Austin 1994 (G1.c), Austin 2000 (G1.c) <br />Plan and phase construction and closure operations such that they do not take place <br />simultaneously on dry windy days. Schedule particularly dusty awAties on separate days. <br />j. 21 Austin 1994 (G1.d), Austin 2000 (G1.d) <br />Design the site filling plan to facilitate screening of the active face from the prevailing winds, <br />whenever possible, to minimize the amount of windblown dust released from the working <br />face. <br />k. 22 Austin 1994 (G1.e), Austin 2000 (G1.e) <br />Haul trucks carrying easily airborne material shall be covered during transport and sprayed <br />with water prior to dumping if it Is shown that this would reduce dust emissions during off- <br />loading activities within the landfill. <br />I. 23 Austin 1994 (G1.f), Austin 2000 (G1.f) <br />The landfill operator shall restrict truck and equipment fravfll over loose, uncompacted, <br />unpaved surfaces. <br />m. 24 Forward 1993 (D5) <br />A particulate/meteorological monitoring station should be installed tX1 the project site, <br />preferably near the site boundary with one of the closer residential receptors. This monitoring <br />station should be operalional for a minimum of six months during the dry season (April- <br />September) before landfill activity begins to intensify as a result of project implementalion. <br />Data should be collected daily during Ihis baseline period, during the landfill's transition to <br />higher project-related activity levels, and during the landfill's peak operational phases <br />Ihereafter.
