LAND USE, PLANS, AND POUCIES <br />1 (A.3) <br />Proposed as Part of the Project: <br />2 (A.4) <br />Existing measures to discourage birds from the landfill will be continued. Surface area of <br />ponds will be limited to the extent fea5lole. <br />The project sponsor will conduct a bird survey before construction of the project and monitor <br />bird population after operation of the consolidated landfill begins. If follow-up surveys show <br />an increase in bird populations, the project sponsor will increase mitigation measures such as <br />covering the fill areas as soon as possible and using noise-makers and other measures as <br />necessary to discourage birds from the site, until bird population levels return to the le\'e\ <br />found in pre-project surveys. Use of noise-makers would be limited to daylight hours. <br />As required by California Code of Regulation Title 27, Section 20270(b), Airport Safety, the <br />owner or operators proposing to site new solid waste facility units and lateral expansions <br />within a five-mile radius of any airport runway end used by turbojet or piston-type aircraft <br />must notify the affected airport and the FAA. <br />As required by California Code of Regulation Title 27, Section 20270(c), Airport Safety, the <br />owner or operator must demonstrate that the new or expanded units are designed and <br />operated so that they do not pose a bird hazard to aircraft, and must place the demonstration <br />in the operating record and notify the Local Enforcement Agency (LEA) that it has been <br />placed in the operating record. <br />The project sponsor will abide by any additional reasonable and feasible measures designated <br />by the Stockton Metropolitan Airport oc the FAA to mitigate bird population impacts that <br />could be caused by the proposed project. <br />Proposed as Part of the Project: <br />Aircraft warning lights will be installed at the landfill as and when required by the FAA. <br />As required by Califomia Code ofReguIation Trtle 27, Section 20270(1'14, Section <br />17258.10(b», Airport Safety, the owner or operators proposing to site new solid waste <br />facility units and lateral expansions v.ithin a five-mile radius of any airport runv.'lly end used <br />by turbojet or piston-type aircraft must notify the affected airport and the FAA. <br />As required by California Code of Regulation Title 27, Section 20270(1'14, Section 20270 <br />17258.10(c», Airport Safety, the ov.ner or operator must demonstrate that the new or <br />expanded units are designed and operared so that they do not pose a hazard to aircraft, and <br />must place the demonstration in the operating record and notify the Local Enforcement <br />Agency and CIWMB that it has been placed in the operating record. <br />Identified in This EIR: <br />The project sponsor shall include dov.nv.md shielding of new landfill lighting, and shall <br />abide by any additional reasonable and feasible measures, including reducing or eliminating <br />lighting during foggy conditions, that are designated by the Federal Aviation Administration
