This training will include a 24-hour hazardous -"'llSte operations course (. <br />and an annual 8-hour refresher course for-personnel involved in the -10ad checking" program \ <br />where the incoming loads are screened for hazardous materials. <br />The landfill will not accept any special waste that may potentially co-..illIin hazardous leyels of <br />regulated substances. <br />Dust control procedures specified in the Site Operations Plan (section 7.7.5 ofthe JTD) will <br />use the application of fine water spray at a minimum of twice daily = the active soil-covered <br />work areas, soil excavation areas, and soil stockpile areas where fug:::ive dust may exist. , <br />Existing fire protection facilities will be maintained to the satisfa...-uon of the Lathrop - <br />Manteca Fire Protection District. <br />Dust exposure of site workers will be monitored periodically, at 6e Ciscretion of the landfill <br />manager, to evaluate if any additional respiratory protection or d= suppression (watering) <br />mitigation is needed. <br />Additional engineering controls will be implemented by the site ~tor, if needed based on <br />the evaluation of the site health and safety or operations manager, to control dust emissions. <br />Such controls might include wind-screens near unloading areas or 6e use of dust <br />suppressants. <br />If the above controls cannot reduce employee dust exposure belo".-acceptable levels as <br />determined by Forward (considering factors including irritation and annoyance to <br />employees), site personnel at risk will be supplied \\ith gloves, co~, eye protections and ( <br />respirators, with associated training in their use. <br />Wastes must not leave the landfill on workers' clothing. Workers who have had direct <br />contact with waste, or who have performed operations that may irrrolve direct contact with <br />wastes (such as equipment maintenance or asbestos handling), will wear disposable clothing <br />or change clothing before leaving ¢e site. The potentially cOl)tall!il!3 IM clothing will be <br />cleaned or disposed as appropriate. <br />To avoid cross-contamination from contaminated to non-contal I Ii. YIN sites, the applicant <br />will provide a portable decontamination facility with self-contained water supply for <br />personnel and equipment. <br />For asbestos, a strict Asbestos-Containing Materials (ACM) hand1m~ program will be <br />developed, and will include the following: <br />(a) Bagged ACM will be dumped only onto the working face ci the asbestos <br />disposal area and not onto the flat compacted landfill su:r:fa.=e. Bulldozers will <br />then push soil cover onto the working face to cover the _-\Qf bags and will not <br />contact the bags. <br />(b) For Forward site employees engaged in handling asbestos materials, Forward <br />will implement one of the following:
