Landfill Page 7 <br />The landfill operator shall restrict truck and equipment travel o~'er loose. uncompacted. <br />unpaved surfaces. <br />24 Forward 1993 (D5) <br />A particulate/meteorological monitoring station sholiid be installed 011 the project site. <br />preferably near the site boundary with one of the closer residential receptors. This <br />monitoring station should be operational for a minimum of six momils during the dry season <br />(April-September) before landfill activity begins to illtensify as a result of project <br />implementation. Data should be collected daily during this baseline period. during the <br />landfill's transition to higher project-related activity levels. alld during the landfill's peak <br />operational phases thereafter. If the more intensive landfill operatiolls are fOlllld to <br />increment the 24-hollr average of the annu.al average PMlO levels by more thall 5 ug/m3 <br />over baseline. respectively. even ~'1'th the implementation of all the above-mentioned dust <br />controls. further dust control measure and/or limits on the amou/It of waste received at the <br />site may be necessary to control n.no impacts. <br />25 Fonvard 1993 (D6) <br />Forward. Inc. shall schedule regular deliveries of waste at the lalldfill to minimize queuing <br />and idling. <br />26 Allstin 1994 (G2.b), Austin 2000 (G2.b) <br />The idling of all internal combustion equipment shall be limited to tellmillutes at allY given <br />time. <br />27 Austin 1994 (G2.a), Austin200IJ (G2.a) <br />All internal combustion engine driven equipment should be properly mailltained and tImed <br />according to manufacturers specifications. <br />28 Forward 1993 (D8) <br />All VOC-contaminated soil which is not being treated shall be cO~'ered with six-mil non- <br />porous plastic. <br />29 Forward 1993 (D9) <br />IfVOC emissions exceed APCD limits for open aeration. a VOC collection and removal <br />system shall be installed to minimize VOC emissions. <br />30 Forward 1993 (DI0) <br />Any net increase in VOC emissions which remain after the installation of a <br />collection/removal system shall be offset to the degree required by SJVUAPCD Rule nO.l <br />E. PUBLIC REALm AND SAFE1Y <br />31 (E.1) <br />Proposed as Part ofthe Project: <br />Use a total of 17 pieces of diesel powered equipment (at any gi\'en time) over the life of the. <br />project to minimize particulate discharge. To minimize the risk from particulate-and <br />specifically diesel fumes-The existing 28 pieces of diesel powered landfill operating <br />equipment will be reduced to a total of 17 pieces of equipment over IS-year or fewer period. <br />Operations at the combined landfill \\iIl be limited to a single working area at any given time.
