Consolidated Fon-'ard Inc. Landfill Pagel7
systems. As part of that plan, grading operations will be scheduled ·to avoid the rainy season
and be implemented by interim engineering control measures. Before grading is stopped,
slope"s \\ili be directed to carry runoff to areas where erosion and sedimentation can be
controlled. Truck beds will be hosed down to reduce soil spillage on paved roads and wind-
blo\\l1 dust. Relocation of Littlejohns Creek could lessen the sedimentation potential to the
creek.
Completed cells wi1l be stabilized by the planting and maintenance of drought-resistant
grasses. This will inhibit wind and water erosion and ma-ti:mize the fertility of the soil in
order to facilitate"tevegetation.
Temporary plantings, geofabric drapes, and erosion-preventing diversions of surface water
" \\ill be constructed as appropriate on temporary slopes.
Regular operational and post-closure monitoring of erosion control structures and plantings
\\ill be done for a minimum of five years.
59 Fonvard 1993 (B.S)
Assessment of grollndwater levels in monitoring wells shall be initiated within 24 hours
jol/olling an earthquake event haVing a Modified Afercalli intensity ofVor greater at the
/aml,fil/. This will allow the water level database to be adjusted or seismic variations. In the
evel/t that anomalous water level changes are noted. a series of water quality sampling and
testing events shall be initiated by the applicant in coordination with the RWQCB to detect an
changes in water qllality that may signify subsuiface adjustments in landfill cells.
60 Fonvard 1993 (B.6)
Benchmarks shall be established (these could utilize monitoring well top of casing
elevations). which will allow for determinations of settlement! consolidation of fill materials
in closed sections of the landfill on an annual basis andfollowing significant seismic events
(Modified Mercalli Scale of V or above). In the event that changes are noted, the cause
should be determilled as should the effect on leachate collection and recovery systems.
Repair liners and LCRS as necessary. In addition. remedial grading should be accomplished
to restore the original cap's junction to repel water and direct suiface TIInoff.
H, BIOLOGICAL RESOURCES
61 (B.2)
Identified in This EIR:
62 (B.3)
Night lighting with sodium lamps with sharp cutoff angles shall be used to focus light in
acti\"e landfill areas (target areas) and to avoid nighttime lighting of adjacent open, areas and
trees.
Proposed as Part of the Project:
As a participant in the SJCMSCP, Forward will incorporate SJCMSCP guidelines developed
to minimize effects of rodenticides to the garter snake, the brush rabbit and the Swainson's
Hawk (Appendix A of the SJCMSCP).
