Box 2009 <br />Stockton, CA 95201 <br />Subject: Draft Solid Waste Facilities Permit, Foothill Sanitary <br />Landfill, Facility No. 39 -AA -0004 <br />Dear Mr. Padilla: <br />I have completed my review of the subject documents received May <br />24, 1991. I have also completed my review of the December 1988 <br />Report of Disposal Site Information. My comments follow: <br />Solid Waste Facilities Permit (SWFP) <br />The Findings section should include a detailed map showing <br />all on-site structures and entry roads drawn to scale. The <br />total acres permitted for landfill should be specified. <br />- Findings, Item 1(D) includes a list of special wastes, one <br />being sewage sludge; note that the WDR prohibits discharge <br />of waste containing less than 50% solids. <br />- Findings, Item 1(D)(r) should be deleted. <br />- Findings, Item 1(G). When the wood waste salvaging <br />operation is approved, please submit the approval as an <br />addendum to the RDSI. <br />- Findings, Item 1(H) refers to a "Load Checking Program for <br />the Foothill Landfill10 dated May 1990, please submit a copy. <br />- Findings, Item 1(I) states that the anticipated changes <br />include the installation of a leachate collection and <br />recovery system. This may be considered a significant <br />change and require CEQA review. We will need to evaluate <br />this as the project evolves. <br />The WDR listed as a conditioning document should be the most <br />current, which is WDR Order No. 91-020. <br />-- Printed on Recycled Paper -- <br />
