The load checking program, the <br />lease agreement between the facility operator and the <br />facility contract operator; the California Land Conservation <br />Contract; and the Rubbish Dump Permit from the Department of <br />Forestry. <br />The most recent inspection should be included in Findings, <br />Item 4 when submitting the proposed permit. <br />Findings, Item 5 should reference PRC 44151. <br />The Specifications section should include a statement that <br />this revised permit supersedes the permit issued 9-19-83. <br />It should go on to state that it was revised to incorporate <br />a larger wastestream and extend the hours of operation. <br />Specifications, Item 2, third line should be changed to <br />"conditions of the permit would be considered". <br />The Specifications section should include a statement <br />limiting the amount of special wastes for which the facility <br />has a maximum operational or design capacity. <br />The Closure/Postclosure, Item 2 should be replaced with a <br />statement that with submittal of application of a permit <br />review or new permit the owner/operator shall submit copies <br />of the closure and Postclosure plans to the LEA, the <br />Regional Water Quality Control Board, and the CIWMB in <br />accordance with 14 CCR 18268 and 18255. <br />Report of Disposal Information (RDSI) <br />The December 1988 RDSI frequently references other documents. <br />Because the RDSI is incomplete, I am unable to provide <br />constructive comments at this time. <br />It is the policy of this Board to require RDSI°s be "stand-alone" <br />documents. I recommend the RDSI be re -written to meet this <br />requirement. The suggested format included in the Permit Desk <br />Manual addresses the requirements of Title 14, CCR. Using an <br />established format facilitates our review and determination of <br />adequacy. <br />Keep in mind that any changes in the design and operation <br />described in this Report of Facility Information are not <br />sanctioned until a new SWFP is issued. <br />
