All requests for disposal of cannery waste will be submitted to the <br />LEA and San Joaquin County Solid Waste Department for screening <br />prior to acceptance. Cannery waste having 50% or greater moisture <br />content will not be accepted for disposal. Cannery waste will be <br />trucked to the site, dumped and evenly spread on portions of the <br />grazing land and on the final cover on the landfill. it will be <br />allowed to dry and then will be incorporated into the soil. This <br />benefits the soil through the decomposition of organic matter and <br />leads to formation of humus which increases the soils capacity to <br />promote plant production. The derived organic matter also promotes <br />a more favorable soil structure. <br />Monitoring of the facility will include daily record of loads <br />received, location of disposal area, log of unusual occurrences, <br />removal of extraneous material and samples of soil before and after <br />operation. <br />The trucks will dump in rows. These rows will be spaced twenty <br />feet (201) apart assisted by markers. The waste will be spread to <br />one foot (1') or less depth and allowed to air dry for one day. <br />Repeated passes will then be made over the material using a spring <br />tooth cultivator. The purpose will be to expose wet materials to <br />enhance solar evaporation. This process will be repeated at least <br />once every day for five (5) days. The spring tooth cultivation <br />shatters the dry crusts formed by drying wet waste materials and <br />exposes more surface area for drying. <br />A four wheel farm -type tractor will be used to pull a drag scraper <br />to spread the wet waste. A similar tractor will be used to pull <br />the spring tooth harrow. Within five (5) days total evaporation <br />will occur. The procedural schedule has been designed to interrupt <br />the normal cycle for fly development. <br />The dried material will then be incorporated into the soil by <br />discing at least twice. The area will then be seeded with grasses <br />to promote cover and eliminate erosion. <br />Haul trucks: A variety of trucks will be used to deliver the food <br />processing residuals to the site. The majority will be three axle <br />dump trucks and some will be tractor and trailer. <br />Proper working of the waste will prevent odors that are usually the <br />result of anaerobic action and will cut the life cycle of flies. <br />A local vector control company will check the area weekly. Proper <br />housekeeping of the peripheral area and cleaning of equipment will <br />ensure good vector control. <br />0 <br />
