WASTE DISCHARGE REQUIREMENTS -3- <br /> WASTE MANAGEMENT OF NORTH AMERICA INCORPORATED <br /> FOOTHILL SANITARY LANDFILL INCORPORATED <br /> FOOTHILL SANITARY LANDFILL FACILITY <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 13. The site is not within a 100-year floodplain. <br /> 14. Surface drainage is intermittent in nature, with storm waters draining <br /> generally in a westerly direction to enter the Delta via either Mormon <br /> Slough or Duck Creek. <br /> 15. The beneficial uses of surface water are domestic, municipal , agricultural , <br /> stock watering, industrial supply, ground water recharge, recreation, <br /> esthetic enjoyment, and preservation and enhancement of fish, wildlife, and <br /> other aquatic resources. <br /> Land Use <br /> 16. Land within 1,000 feet of the facility is used mainly for agriculture. <br /> Other Legal References <br /> 17. The Water Quality Control Plan for the Sacramento-San Joaquin Delta 5B <br /> (Basin Plan) was adopted on 25 July 1975. This Order implements the water <br /> quality objectives stated in that Plan. Furthermore, this Order implements <br /> the prescriptive standards and performance goals of Subchapter 15, as <br /> adopted by the State Water Resources Control Board on 18 October 1984. <br /> 18. The action to update the WDRs for this facility is exempt from the <br /> provisions of the California Environmental Quality Act (Public Resources <br /> Code Section 2100, et seq) , in accordance with Title 14, CCR, Section <br /> 15301. <br /> 19. The Board has notified the Discharger and interested agencies and persons <br /> of its intention to revise the WDRs for this facility. <br /> 20. In a public hearing, the Board heard and considered all comments pertaining <br /> to this facility and discharge. <br /> IT IS HEREBY ORDERED that Order No. 71-110 be rescinded and the Discharger, in <br /> order to meet the provisions of Division 7 of the California Water Code and the <br /> regulations adopted thereunder, shall comply with the following: <br /> A. Proh.ibitionsvo, <br /> I. - The discharge of 'hazardous waste' or 'designated waste' at this site <br /> is prohibited. <br />
