WASTE DISCHARGE REQUIREMENTS -4- <br /> WASTE MANAGEMENT OF NORTH AMERICA INCORPORATED <br /> FOOTHILL SANITARY LANDFILL INCORPORATED <br /> FOOTHILL SANITARY LANDFILL FACILITY <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 2. The discharge of liquid or semi-solid waste (i .e, , waste containing <br /> less than 50 percent solids) to the landfill is prohibited. <br /> 3. The discharge of solid waste containing free liquid or moisture in <br /> excess of the waste's moisture holding capacity is prohibited. <br /> 4. The discharge of solid or liquid waste or leachate to surface waters, <br /> surface water drainage courses, or ground waters is prohibited. <br /> 5. The discharge of waste to ponded water from any source is prohibited. <br /> 6. The discharge of waste within 100 feet of surface waters is pro- <br /> hibited. <br /> 7. The discharge of wastes which have the potential to reduce or impair <br /> the integrity of containment structures or which, if commingled with <br /> other wastes in the unit, could produce violent reaction, heat or <br /> pressure, fire or explosion, toxic by-products, or reaction products <br /> which in turn: <br /> a. require a higher level of containment than provided by the unit, <br /> b. are 'restricted hazardous wastes' , or <br /> C. impair the integrity of the containment structures, <br /> is prohibited. <br /> 8. Discharge Specifications: <br /> 1. Wastes to be discharged at this facility shall be limited to 'non- <br /> hazardous solid waste' and ' inert waste' as defined in Subchapter 15, <br /> Sections 2523 and 2524, respectively. <br /> 2. Though current activities are limited to approximately 85 acres, this <br /> Order covers the entire 800 acre area. <br /> 3. Wastes shall only be discharged into, and shall be confined to, the <br /> WMU specifically designed for their containment. <br /> 4. Waste shall not be discharged below an elevation of 220 feet above <br /> mean sea level (MSL) . <br /> 5. Water use for facility maintenance shall be limited to the minimum <br /> amount necessary for dust control and the construction of final caps. <br />
