WASTE DISCHARGE REQUIREMENTS -4- WASTE MANAGEMENT OF NORTH AMERICA INCORPORATED FOOTHILL SANITARY LANDFILL INCORPORATED FOOTHILL SANITARY LANDFILL FACILITY CLASS III LANDFILL SAN JOAQUIN COUNTY 2. The discharge of liquid or semi-solid waste (i .e, , waste containing less than 50 percent solids) to the landfill is prohibited. 3. The discharge of solid waste containing free liquid or moisture in excess of the waste's moisture holding capacity is prohibited. 4. The discharge of solid or liquid waste or leachate to surface waters, surface water drainage courses, or ground waters is prohibited. 5. The discharge of waste to ponded water from any source is prohibited. 6. The discharge of waste within 100 feet of surface waters is pro- hibited. 7. The discharge of wastes which have the potential to reduce or impair the integrity of containment structures or which, if commingled with other wastes in the unit, could produce violent reaction, heat or pressure, fire or explosion, toxic by-products, or reaction products which in turn: a. require a higher level of containment than provided by the unit, b. are 'restricted hazardous wastes' , or C. impair the integrity of the containment structures, is prohibited. 8. Discharge Specifications: 1. Wastes to be discharged at this facility shall be limited to 'non- hazardous solid waste' and ' inert waste' as defined in Subchapter 15, Sections 2523 and 2524, respectively. 2. Though current activities are limited to approximately 85 acres, this Order covers the entire 800 acre area. 3. Wastes shall only be discharged into, and shall be confined to, the WMU specifically designed for their containment. 4. Waste shall not be discharged below an elevation of 220 feet above mean sea level (MSL) . 5. Water use for facility maintenance shall be limited to the minimum amount necessary for dust control and the construction of final caps.
